All too often, limitations of state capacity and political will intertwine, hindering enforcement. Why do states enforce regulations in some places, and in some industries, but not in others? In Politicized Enforcement in Argentina, Amengual develops a framework for analyzing enforcement in middle-income and developing countries, showing how informal linkages between state officials and groups within society allow officials to gain the operational resources and political support necessary for enforcement. This analysis builds on state-society approaches in comparative politics, but in contrast to theories that emphasize state autonomy, it focuses on key differences in the way states are porous to political influence.

Democracy harbors within it fundamental tensions between the ideal of giving everyone equal consideration and the reality of having to make legitimate, binding collective decisions. Democracies have granted political rights to more groups of people, but formal rights have not always guaranteed equal consideration or democratic legitimacy. It is Michael Morrell’s argument in this book that empathy plays a crucial role in enabling democratic deliberation to function the way it should. Drawing on empirical studies of empathy, including his own, Morrell offers a “process model of empathy” that incorporates both affect and cognition. Labor Rights and Multinational Production investigates the relationship between workers' rights and multinational production. Mosley argues that some types of multinational production, embodied in directly owned foreign investment, positively affect labor rights. But other types of international production, particularly subcontracting, can engender competitive races to the bottom in labor rights. To test these claims, Mosley presents newly generated measures of collective labor rights, covering a wide range of low- and middle-income nations for the 1985–2002 period. Labor Rights and Multinational Production suggests that the consequences of economic openness for developing countries are highly dependent on foreign firms' modes of entry and, more generally, on the precise way in which each developing country engages the global economy.
