This volume, marking the 20th Anniversary of the International School of Cosmic Ray Astrophysics, provides a wide-ranging overview of modern astrophysics - from the infra-red to X-rays and y-rays, from neutrinos to galactic cosmic rays, and from shock wave acceleration to cosmology. The separate topics contain both background information and results in the field. The Willingness to Pay for Education in Developing Countries
In recent years, citing the low price elasticity of demand for schooling, some economists have advocated increasing school fees to raise revenue for educational improvements in developing countries. But elasticities alone are not enough - one must estimate the willingness to pay for schooling improvements to see whether higher fees are in fact desirable. Using a rigorous theoretical model of the demand for schooling and the principle of compensating variations, the authors calculate the willingness to pay for new secondary schools in rural Peru. They find that rural Peruvian households are indeed willing to pay fees high enough to more than cover the operating costs of opening new secondary schools in their villages. This is even true of the poorest quarter of the income distribution.
Lithuanian Jewish Communities
Lithuanian Jewish Communities is a remarkable resource for students of Lithuanian Jewish history and for people descended from Lithuanian Jews. This volume lists, in alphabetical order, the major Jewish communities that existed in Lithuania before World War II. The name of each community is accompanied by information about it: when it was founded, the Jewish population in different years, shops and synagogues, and the names of citizens. An appendix locates each town on a map of Lithuania. Investing Cash Transfers to Raise Long Term Living Standards
"The authors test whether poor households use cash transfers to invest in income generating activities that they otherwise would not have been able to do. Using data from a controlled randomized experiment, they find that transfers from the Oportunidades program to households in rural Mexico resulted in increased investment in micro-enterprise and agricultural activities. For each peso transferred, beneficiary households used 88 cents to purchase consumption goods and services, and invested the rest. The investments improved the household's ability to generate income with an estimated rate of return of 17.55 percent, suggesting that these households were both liquidity and credit constrained. By investing transfers to raise income, beneficiary households were able to increase their consumption by 34 percent after five and a half years in the program. The results suggest that cash transfers to the poor may raise long-term living standards, which are maintained after program benefits end. "--World Bank web site.
