Robertson and Chaney examine how the early antecedents of police brutality like plantation overseers, the lynching of African American males, early race riots, the Rodney King incident, and the Los Angeles Rampart Scandal have directly impacted the current relationship between communities of color and police. Using a phenomenological framework, they analyze how African American college students perceive police to determine how race, gender, and education create different realities among a demographic. Based on their qualitative and quantitative findings, Robertson and Chaney offer recommended policies and strategies for police and communities to improve relationships and perceptions between the two.
The economy is embedded in, and dependent on, nature. Yet economic activity is degrading nature at an unprecedented pace. Interacting with climate change, nature loss and transformation generates significant threats to the global economy and financial system. However, work on the implications of nature-related risks for macroeconomic and financial sector policies remains at an early stage. This note seeks to contribute to this emerging policy space in three main ways: (i) it proposes a conceptual framework for understanding nature-related risks by mapping out macroeconomic transmission channels, emphasizing their impact on the economy and financial systems through “double materiality;” (ii) it conducts empirical analysis, finding that nearly 38 percent of bank loans of the 100 largest global banks are to harmful subsidies-dependent sectors and 44 percent are exposed to conservation areas under the Global Biodiversity Framework, and that industries most exposed to nature degradation are not well prepared to manage these risks; and (iii) it discusses takeaways for macroeconomic and financial sector policies and frameworks.
Canada has a rich and interesting military intelligence history, one that continues to grow at a rapidly expanding rate. Intelligence is a key element of operations, enabling commanders to successfully plan and conduct operations. It enables them to win decisive battles and it helps them to identify and attack high value targets. In order to ensure Commanders have the required support they need to plan and conduct operations, members of Canada's Military Intelligence Branch are serving in an increasingly dangerous number of hotspots around the world. In recent years they have served in Bosnia-Herzegovina, Haiti, Somalia, Rwanda, East Timor, and Afghanistan just to name a few. While Intelligence personnel have played a major role in ensuring the successful completion of these interdiction missions, many of their stories remain classified. This history cannot truly be complete until the Official Secrets Act permits a clearer picture to be told. Out of Darkness-Light, Volume 2 should, however, give the interested reader at least a partial view of some of the service that has been carried out on Canada's behalf by the Canadian Forces Intelligence Branch for the years 1983 to 1997.
