Leadership and Innovation in Subnational Government
This publication examines the various innovative projects on-going in Latin America, where fledging and developing local government policies are being introduced for reforming and improving services for the local communities whom they serve. The emergence of decentralised democracies in this region of the world offers may new challenges, that are dependent on building communities open to enterprise and innovation. Among such innovations are popular participation, service delivery, privatization and personnel management. Case studies of such developments are documented in this publication. For outside agencies and countries providing donor finance to this region, a greater awareness is required of the local policies that are being implemented. The World Bank recommends a process of participation in public choice, and a fostering of greater co-operation at a local level.

This is the largest and most complete survey of census records available for Latin America and the Hispanic United States. The result of exhaustive research in Hispanic archives, it contains a listing of approximately 4,000 separate censuses, each listed by country and thereunder alphabetically by locality, province, year, and reference locator.
Natural Hazards and Human-Exacerbated Disasters in Latin America
The main objective of the book is to offer a vision of the dynamics of the main disasters in South America, describing their mechanisms and consequences on South American societies. The chapters are written by selected specialists of each country. Human-induced disasters are also included, such as desertification in Patagonia and soil erosion in Brazil. The receding of South-American glaciers as a response to recent climatic trends and sea-level scenarios are discussed. The approach is broad in analyzing causes and consequences and includes social and economic costs, discussing environmental and planning problems, but always describing the geomorphologic/geologic involved processes with a good scientific substantiation. Rafael Vinoly became famous as the architect of the stunning Tokyo International Forum (1989-1996). In Japan, where land is at a premium and public spaces are rare, the Forum with its 2.7 hectares and unusual design of public space, was widely admired.
