The expressions "idiot, you idiot, you're an idiot, don't be an idiot," and the like are generally interpreted as momentary insults. But, they are also expressions that represent an old, if unstable, history. Beginning with an examination of the early nineteenth century labeling of mental retardation as "idiocy," to what we call developmental, intellectual, or learning disabilities, Mental Retardation in America chronicles the history of mental retardation, its treatment and labeling, and its representations and ramifications within the changing economic, social, and political context of America. Mental Retardation in America includes essays with a wide range of authors who approach the prob...

What is Mental Retardation? is a rare peek into the divergent--and at times contentious--points of view among the world's leading researchers on what the condition of mental retardation is and how it should be defined, measured, and implemented in the 21st century. This candid and insightful collection of 21 essays features expert opinion on issues ranging from whether mental retardation really is a slowing of mental development and what the disability should be called, to how cultural norms affect the definition of the condition worldwide and lessons learned from the Atkins v. Virginia case. The definitions of mental retardation published from 1921-2002 by the American Association on Intellectual and Developmental Disabilities provide the backdrop for this powerful discussion.

The author finds that that schools label more persons as mentally retarded than any other agency and share their labels more widely with others in the community. In late 1985, The President's Committee on Mental Retardation (PCMR) spon sored a National Strategy Conference on Mental Retardation and Mental Health in Washington, D.C. The purpose of this conference was to bring together our nation's leadership in the fields of mental retardation and mental health in order to delineate the state of the art relative to the diagnosis, care, and treatment of citizens with mental retardation/mental illness, as well as to chart a national course for the support and integration of citizens with these challenging needs into the confluence of family and community life. The President's Committee on Mental Retardation recognized that citizens with these needs constitute one of the most underserved and, at times, forgotten segments of the population. With this in mind, the PCMR called together govern mental, professional, and parental representatives from across the nation to define the nature and extent of the problem, programs, and services that promise hope for substantive improvement in the quality of life of citizens with mental retardation/mental illness.
