QDR 2001: Strategy-Driven Choices for America's Security

Every new Presidential administration seeks to implement its policy objectives rapidly, but in the vast organization of the U.S. Government, such changes take time. The Quadrennial defense Review (QDR) of 2001 offers the new Bush administration an important opportunity, as well as a great responsibility, to reexamine America's defense priorities in a comprehensive, top-to-bottom, strategy-to-program approach and provide early guidance for change. This is a gargantuan task. Current legislation requires the final report of QDR 2001 to be provided to Congress in September 2001. Even with early Senate confirmation of top defense officials, completing such a thorough review in just eight months i...

Terrorism: Commentary on Security Documents is a hardbound series that provides primary-source documents and expert commentary on the worldwide counter-terrorism effort. Among the documents collected are transcripts of Congressional testimony, reports by such federal government bodies as the Congressional Research Service (CRS) and the Government Accountability Office (GAO), and case law covering issues related to terrorism. Most volumes carry a single theme, and inside each volume the documents appear within topic-based categories. The series also includes a subject index and other indices that guide the user through this complex area of the law. Volume 119, Catastrophic Possibilities Threa...

Winning the Peace

Events in Iraq, Afghanistan, and the Balkans have proved that failed and defeated states threaten the national security interests of the United States and the stability of entire regions. But success in addressing these threats clearly depends on more than military might; the post-conflict period is equally crucial. Case studies in this book examine the U.S. approach in Kosovo, East Timor, Sierra Leone, Afghanistan, and Iraq. The book offers policy guidance on how to handle current reconstruction challenges and on building capacity to do a better job when America is inevitably called on to restore failed nations in the future.

Fool's Errand

"After more than a decade and a half, the results are in. The U.S. government has been unable to achieve its goals in Afghanistan. Even worse, what state it has been able to achieve there is completely unsustainable and certain to fall apart when the occupation is finally called off, and America does come home. The politicans, generals, and intelligence officers behind this unending catastrophe, who always promise they can fix these problems with just a little bit more time, money and military force, have lost all credibility. The truth is America's Afghan war is an irredeemable disaster. It was meant to be a trap in the first place. America is not only failing to defeat its enemies, but is destroying itself, just as Osama bin Laden and al Qaeda always intended. Fool's Errand is an attempt to present the American people with the reality of this forgotten war, because only the ignorance of pride and refusal to admit they have been deceived can prevent Americans from realizing they have supported a policy that is destructive to the United States as well as Afghanistan." -- from Introduction.

This book takes readers beyond the hourly headlines and day-to-day dramas of the post-September 11 environment and helps them to think about the mediumand long-term implications of the new terrorist threat. Despite the recent successes in Afghanistan and the courageous response to the September events, -the fundamental conclusion of this work is that the years ahead will be among the most difficult in the long life of our nation. The authors present a comprehensive look at the areas in which new choices and hard decisions must be made -- from strengthening law enforcement and intelligence to sustaining a sense of American purpose and devising tailored strategies for key regions of the world. The book's analysis was informed by the work of the CSIS Task Force on Terrorism, drawing on the full range of CSIS expertise in terrorism, national and international security, regional studies, and religion.

In May 2010, a milestone was reached when it was announced that for the first time more U.S. troops are serving in Afghanistan than in Iraq. The news from Afghanistan in weeks before this congressional hearing was largely negative. At a press conference in the week before this hearing, General Stanley A. McChrystal acknowledged these negative press reports, but he emphasized that ''You also have to step back and see the trend in direction.¿¿ This hearing was held to receive testimony on the situation in Afghanistan and the trend in direction from Under Secretary of Defense for Policy Michele Flournoy and General David Petraeus, Commander, U.S. Central Command.
