Diagnosing Human Capital as a Binding Constraint to Growth
The empirical literature on the contributions of human capital investments to economic growth shows mixed results. While evidence from OECD countries demonstrates that human capital accumulation is associated with growth accelerations, the substantial efforts of developing countries to improve access to and quality of education, as a means for skill accumulation, did not translate into higher income per capita. In this Element, we propose a framework, building on the principles of 'growth diagnostics', to enable practitioners to determine whether human capital investments are a priority for a country's growth strategy. We then discuss and exemplify different tests to diagnose human capital in a place, drawing on the Harvard Growth Lab's experience in different development context, and discuss various policy options to address skill shortages.

Aqui temos uma compilação de fragmentos poéticos resgatados, escritos e criados dentro do universo de uma pequena escola no subúrbio do Distrito Federal, a linda Ceilândia. Cidade essa que guarda artistas de rua, poetas, contistas e toda sorte de sujeitos atuantes e não tão atuantes na cena artística. O livro tem o intuito de elaborar uma organização de poesias criadas e recriadas em sala de aula. Eu, como professor de Língua Portuguesa desses alunos, sinto-me imensamente lisonjeado em poder ensinar e despertá-los ao mundo mágico da poesia, seja ela simbolista, moderna, contemporânea ou concreta. Penso que ao longo desses meses de trabalho meus alunos puderam descobrir potenciais artísticos que até então estavam ou adormecidos ou escondidos.

Miguel Santos (Distrito Federal, México, 1978). Ha ganado algunos concursos literarios, entre los que destacan: Criticón 1 (Teatro UNAM 2011); el Torneo de Poesía Adversario en el Cuadrilátero 2012; y el primer Concurso “Bestiario” (Festival de Poesía en Voz Alta, UNAM 2018). Ha publicado en varios medios, entre sus libros destacan: Alud en el sombrero de tu palma (Verso Destierro, 2013), Mitología de Héroes Profanos II (Ediciones y Punto, 2015), Autopsia del instante (La tinta del silencio, 2015) y Los mapas se hicieron para caminarlos (Lengua de Diablo, 2017). En abril del 2020 resultó beneficiario del Programa Nacional “Contigo en la distancia” con el proyecto “Interior )es( Poemas en caza”, serie de 5 video – poemas. Desde 2012 se presenta en diversos foros con su trabajo de Poesía en Voz Alta. Actualmente ejerce el oficio de librero, forma parte del colectivo #máspoeSÍamenosviolencia, e imparte talleres de creación literaria.
