Quality of Future Internet Services
This book presents a state-of-the-art survey of technologies, algorithms, models, and experiments in the area quality of Internet service. It is based on the European Action COST 263 Quality of Future Internet Services, which involved 70 researchers during a period of almost five years. The results presented in the book reflect the state of the art in the area beyond the Action COST 263. The six comprehensive chapters are written by teams of leading researchers in the area; a roadmap outlines and summarizes the overall situation and indicates future developments. The book offers chapters on traffic managements, quality of service routing, Internet traffic engineering, mobile networking, algorithms for scalable content distribution, and pricing and QoS.
The Arnold-Gelfand Mathematical Seminars
It is very tempting but a little bit dangerous to compare the style of two great mathematicians or of their schools. I think that it would be better to compare papers from both schools dedicated to one area, geometry and to leave conclusions to a reader of this volume. The collaboration of these two schools is not new. One of the best mathematics journals Functional Analysis and its Applications had I.M. Gelfand as its chief editor and V.I. Arnold as vice-chief editor. Appearances in one issue of the journal presenting remarkable papers from seminars of Arnold and Gelfand always left a strong impact on all of mathematics. We hope that this volume will have a similar impact. Papers from Arnold's seminar are devoted to three important directions developed by his school: Symplectic Geometry (F. Lalonde and D. McDuff), Theory of Singularities and its applications (F. Aicardi, I. Bogaevski, M. Kazarian), Geometry of Curves and Manifolds (S. Anisov, V. Chekanov, L. Guieu, E. Mourre and V. Ovsienko, S. Gusein-Zade and S. Natanzon). A little bit outside of these areas is a very interesting paper by M. Karoubi Produit cyclique d'espaces et operations de Steenrod.
Public Sector Crisis Management
The term “crisis management” was applied to business only after the publication of the monograph “Crisis Management: Planning for the Inevitable” by Steven Fink in 1986. Since then, this term has turned from a journalistic cliche into a scientific concept, and its concept, theory, and methodology have been further developed.It is the turning point in the meaning of the word “crisis” that indicates the possibility of changing the situation by making decisions that contribute to changing the vector of development of events from destruction to recovery and further development. From the above, the general definition of the term “crisis management” follows as a process of saving the system from its destructive effects. The activity of the crisis manager is always temporary and stops as a result of a favorable overcoming of the crisis or vice versa—the destruction of the system. Therefore, the criterion for the success of a manager in emergency crisis management is effectiveness as an absolute measure of the presence or absence of a result—it either exists or does not exist.
