Vanuatu
Following a successful COVID-19 containment strategy, the border reopened in July 2022, and tourism is returning to Vanuatu. Economic activity is expected to be strong in the near term, with real GDP growing around 3.4 percent in 2023, as tourism and construction activities resume. High imported prices are likely to stoke inflation and push the current account into deficit, while fiscal policy will turn more expansionary. The Economic Citizenship Program (ECP) is facing significant challenges, with important implications for revenue and governance, while Air Vanuatu, the national airline, is facing serious operational and financial difficulties. Key structural vulnerabilities relating to climate change, limited infrastructure development capacity, and weak governance, persist.
Benin
This Selected Issues paper discusses a growth-at-risk (GaR) model which is used to compute a distribution of expected GDP growth for Benin. The model predicts growth rates of ~6.7 percent for 2019 and a range of 6.4–6.8 percent in the medium-term (depending on the specification). Risks to future growth are assessed to be tilted to the downside. 2019 GDP growth is estimated around 6.7 percent, on average, across several specifications. The model considers external factors (world trade, global financial conditions, trade policy uncertainty, and US consumer sentiment), country-specific exposures to external factors (commodity terms of trade and trade-partner growth), and domestic factors (domestic financial conditions, fiscal policy, and the exchange rate). The analysis reveals that growth projections estimated both for the median and mode are slightly higher conditioned on 2018 data, yet when expectations about 2019 are considered using World Economic Outlook projections they fall. Overall, risks seem to be tilted to the downside. Medium term growth is estimated at between 6.4 and 6.8 percent. Risks to growth remain tilted to the downside, yet less skewed than in the short term.

Pragmatism in the Age of Jihad
Bundu was an anomaly among the precolonial Muslim states of West Africa. Founded during the jihads which swept the savannah in the eighteenth and nineteenth centuries, it developed a pragmatic policy, unique in the midst of fundamentalist, theocratic Muslim states. Located in the Upper Senegal and with access to the Upper Gambia, Bundu played a critical role in regional commerce and production and reacted quickly to the stimulus of European trade. Drawing upon a wide range of sources both oral and documentary, Arabic, English and French, Dr Gomez provides the first full account of Bundu's history. He analyses the foundation and growth of an Islamic state at a crossroads between the Saharan and trans-Atlantic trade, paying particular attention to the relationship between Islamic thought and court policy, and to the state's response to militant Islam in the early nineteenth century.
Migration and Mortality in Africa and the Atlantic World, 1700-1900
These papers explore the history of the tropical regions of the Atlantic basin, sometimes focused on the Caribbean, sometimes on Africa, but always with a comparative dimension. The Atlantic basin is central to most of these comparisons, but they are a part of an even broader effort to capture the perspective of world history. Some deal with the shores of the Atlantic in the framework of economic history, but the author's concern is most particularly with the role of the environment in history, especially the disease environment. Disease was particularly important for migrants who moved from one disease environment to another. In the tropical Atlantic, disease was a crucial factor in the formation of the slave trade, affecting both the involuntary passengers and those who came out from Europe to manage the trade.
