Monetary Policy Frameworks and Communication in the Caucasus and Central Asia
Central banks in Caucasus and Central Asia (CCA) have been enhancing their monetary policy frameworks in the last decade, and are at different stages of the transition to a type of inflation targeting regimes. This paper documents their progress and the current state of their monetary policy framework, utilizing the IAPOC index developed by Unsal and others (2022) covering Independence and Accountability, Policy and Operational Strategy, and Communications, as well as drawing from central banks’ laws and websites. Additionally, an analysis of press releases from CCA central banks is conducted to evaluate their features, content, and tones. The findings highlight the need for further improvements in the areas of Independence and Accountability, as well as Communications, despite some recent advancements in the latter.
Will Working from Home Stick in Developing Economies?
In developing economies, a shift to working from home during the COVID-19 pandemic varies substantially. An increase in teleworking days per week ranges from 0.7 to 17.6 percentage points across 10 developing countries covered by an online survey to about 500 respondents per country. An estimated income discount associated with telework disappeared temporarily at the onset of the pandemic. A calibrated model indicates that workers’ preferences to telework may largely depend on their educational attainments. Whether telework will sustain in these countries could depend on obstacles to telework, particularly for workers with less education, and a degree of economy-wide externality.
Strengthening Monetary Policy Frameworks in the Caucasus and Central Asia
Amidst a global backdrop of persistent post-COVID inflation and spillovers from Russia’s war in Ukraine, the countries of the Caucasus and Central Asia (CCA) region have faced strong price pressures in recent years. Inflation is estimated to have peaked in early 2023, but still exceeds central bank targets. In particular, core inflation remains stubbornly high reflecting a combination of second-round effects, surges in global energy and food prices, and domestic demand pressures. Global Value Chain and Inflation Dynamics
We study the inflationary impacts of pandemic lockdown shocks and fiscal and monetary stimulus during 2020-2022 using a novel harmonized dataset of sectoral producer price inflation and input-output linkages for more than 1000 sectors in 53 countries. The inflationary impact of shocks is identified via a Bartik shift-share design, where shares reflect the heterogeneous sectoral exposure to shocks and are derived from a macroeconomic model of international production network. We find that pandemic lockdowns, and subsequent reopening policies, were the most dominant driver of global inflation in this period, especially through their impact on aggregate demand. We provide a decomposition of lockdown shock by sources, and find that between 20-30 percent of the demand effect of lockdown/reopening is due to spillover from abroad. Finally, while fiscal and monetary policies played an important role in preventing deflation in 2020, their effects diminished in the recovery years.

This Special Issue of Marine Drugs gathers recent investigations on the proteomes, metabolomes, transcriptomes, and the associated microbiomes of marine jellyfish and polyps, including bioactivity studies of their compounds and more generally, on their biotechnological potential, witnessing the increasingly recognized importance of Cnidaria as a largely untapped Blue Growth resource for new drug discovery. These researches evoke the outstanding ecological importance of cnidarians in marine ecosystems worldwide, calling for a global monitoring and conservation of marine biodiversity, so that the biotechnological exploitation of marine living resources will be carried out to conserve and sustainably use the natural capital of the oceans.
Catastrophe Containment and Relief Trust—Fourth Tranche of Debt Service Relief in The Context of The Covid-19 Pandemic and Approval of Additional Beneficiary Member Countries
The paper provides brief updates for each CCRT-eligible country on its policy responses to the pandemic and on staff’s assessments of these policies, the use of resources freed up by debt service relief, and the implementation of governance safeguards commitments. The paper also provides an update on the financial situation of the CCRT. The generous support from 17 donor countries and the EU has mobilized SDR 609 million in new pledges since the onset of the pandemic.
The Impact of International Migration on Inclusive Growth: A Review
International migration is an important channel of material improvement for individuals and their offspring. The movement of people across country borders, especially from less developed to richer countries, has a substantial impact in several dimensions. First, it affects the migrants themselves by allowing them to achieve higher income as a result of their higher productivity in the destination country. It also increases the expected income for their offspring. Second, it affects the destination country through the impact on labor markets, productivity, innovation, demographic structure, fiscal balance, and criminality. Third, it can have a significant impact on the countries of origin. It may lead to loss of human capital, but it also creates a flow of remittances and increases international connections in the form of trade, FDI, and technological transfers. This paper surveys our understanding of how migration affects growth and inequality through the impact on migrants themselves as well as on the destination and origin countries.

Compiled from Cuban archives, contains documents that cannot be found elsewhere in the U.S. or Latin America. Spanning the period from Cuban independence to the end of the Batista regime, the collection sheds light on Cuban feminism, women in politics, literature by Cuban women, and the legal status of women. The documents in the Stoner Collection, all of which are in Spanish, fall into three categories: works by feminists about feminists and their causes, works by men on the status of women, and literary works by feminist writers that illustrate or discuss the condition of women. Among the publications are Aspiraciones (1918), an early feminist journal published by the Partido Feminista Aspiraciones; La Mujer Moderno (1926), the journal for the Club Femenino de Cuba, the oldest Cuban feminist organization; and La Mujer (1929-1931), the journal of the Partido Democrata Sufragista, focusing on the entire Cuban feminist movement.
