Peran masyarakat untuk dapat memutus mata rantai penularan COVID-19 (risiko tertular dan menularkan) harus dilakukan dengan menerapkan protokol kesehatan dan memperkuat upaya meningkatkan efektivitas pencegahan dan pengendalian COVID-19 di seluruh daerah provinsi serta kabupaten/kota di Indonesia dengan mengambil langkah-langkah yang diperlukan sesuai tugas, fungsi, dan kewenangan masing-masing dalam menjamin kepastian hukum.
