"The purpose of the National Water Commission Bill 2004 (the Bill) is to establish a new national institution called the National Water Commission (NWC) as an independent statutory body. The commission will have two key responsibilities: assssing the implementation and promoting the objectives and outcomes of the National Water Initiative Intergovernmental Agreement, and advising on financial assistance to be provided by the Commonwealth under components of the Australian Water Fund." -- p. 2.
