Welfare and Poverty Impacts of Indias National Rural Employment Guarantee Scheme
Indias National Rural Employment Guarantee Scheme (NREGS) is one of the largest public works programs globally. Understanding the impacts of NREGS and the pathway through which its impacts are realized thus has important policy implications. We use a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short- and medium-term poverty and welfare effects of NREGS. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.
The Impact of Alternative Input Subsidy Exit Strategies on Malawis Maize Commodity Market
This study has been conducted in order to generate evidence of the visibility of exit from farm input subsidies in an African context. The study simulates the impact of alternative exit strategies from Malawis farm input subsidy program on maize markets. The simulation is conducted using a multiequation partial equilibrium model of the national maize market, which is sequentially linked via a price-linkage equation to local rural maize markets. Embracing political economy to enhance policy influence: Lessons from PIM research
An overarching goal of the CGIAR Research Program on Policies, Institutions, and Markets (PIM) has been to influence policy outcomes in ways that lead to agricultural transformation and economic inclusion. The technical quality of this research is well recognized (CAS Secretariat 2020). Yet, high-quality, rigorous research is not sufficient to achieve policy influence in any domain. Other factors may shape policy uptake — for instance, elections may alter policy priorities, ideological biases may hinder the acceptance of research findings, and vested interest groups may lobby against data-driven or evidence-informed recommendations. A political economy perspective allows for a more holistic and realistic understanding of how policies are determined by governments and which pathways are more viable for achieving development outcomes through policy change.

Income aspirations, migration, and investments on and off the farm: Evidence from rural Tajikistan
In places with few casual or salaried employment opportunities, investments in farm or non-farm assets may offer the main pathway to increased incomes locally, whereas others may seek alternative investment options elsewhere—as migrants. What factors, then, explain these investment choices? One theory suggests that aspirations that are ahead, but not too far ahead, of current levels provide the best incentive for promoting investment. The Impact of Bolsa Família on Schooling
We estimate the impact of Bolsa Família on a range of education outcomes, including school participation, grade progression, grade repetition, and dropout rates. Using a large-sample household panel survey from 20052009 collected for this evaluation, we develop a statistically balanced comparison group of eligible nonparticipant households and estimate impacts using propensity-score-weighted regression. We estimate that Bolsa Família increased average school participation among all children age 6 to 17 years by (a weakly significant) 4.5 percent. It had no effect on grade promotion, on average. However, within the subsample of girls, Bolsa Família caused substantial improvements in schooling outcomes, including significant increases in school participation (8.2 percent) and rates of grade progression (10.4 percent). We show that the gains in girls schooling do not derive from catch-up effects, but rather increase girls existing advantage in schooling attainment. In general, impacts are larger among older children, in rural areas, and in the Northeast.
