The objective of this work is to validate the implementation of the pedagogical strategy for the development of the competence to undertake as a contribution to the comprehensive education in senior high students in “10 de Octubre” borough in Havana, Cuba.The research seeks to increase scientific knowledge; so it is necessary to objectify the requirements of vali ity and reliability on which it is based.
Delphi method for evaluating scientific research proposals in a neutrosophic environment
The scientific research proposal is part of the task to be carried out in academic and research institutions around the world. This is a complex decision-making problem, because decision-makers must determine the projects that are appropriate to the subjects addressed by the institution, those projects must be achievable within a reasonable deadline, they must have the financial means and the budget necessary to be carried out, the staff must be sufficiently qualified and an optimum number of personnel must be available to succeed the tasks and not interfere with other research projects.

Prospective analysis of public management scenarios modeled by the Fuzzy Delphi method
In the Latin American region, public management systems are driven almost exclusively by a formal mechanism. This is a difficulty when implementing study methodologies that provide objective data for the analysis and evaluation of the effectiveness, relevance and sustainability of the policies established by the states governments. Given that the political-social contexts of each nation determine a series of subjective and imprecise factors, and that the main officials and social actors that rule the development of strategic plans regarding public services are inscribed within a certain reality for internal and external incidents; a neutrosophic analysis of the fuzzy, gray and / or undefined zones of the relations between the political system and the administrative system becomes evident. Neutrosophy, as a discipline that studies undefined areas between opposing ideas or sentences, offers a theoretical framework suitable for the analysis of the previously described problematic.
Application of Neutrosophic Offsets for Digital Image Processing
Neutrophic offsets are neutrosophic sets whose truth-values lie outside the interval [0, 1].Uninorms are aggregation operators defined in fuzzy logic to generalize t-norms and t-conorms. They satisfy the axioms of symmetry, associativity, monotony and the existence of a neutral element. Fuzzy uninorms have been generalized to intuitionistic fuzzy sets, neutrosophic sets, and neutrosophic offsets, which are called offuninorms in the latter case. This paper aims to demonstrate that offsets and offuninorms can be used in digital image processing, especially for image segmentation and edge detection, moreover algorithms and examples are also provided.
