This collection of readings examines the tools used by today's government to achieve legitimacy, effectiveness, and accountability. The contributors examine the "instrument choice" perspective on government and public policy over the past two decades, moving beyond the preoccupation with deregulation and efficiency to trace the complex relationships between instrument choices and governance. Readers are encouraged to consider factors in the design of complex mixes, such as issues of redundancy, context, the rule of law and accountability. These latter factors are especially central in today's world to the design and implementation of effective instrument choices by governments and, ultimately, to good governance. The authors conclude that instrument choice itself is integral to government and governance.

This book offers a critical assessment of governance ideas in the context of Chinese neoliberalism. It argues that the Chinese version of governance has emerged as an important discursive practice in the articulation of the neoliberal spirit of the national reform agenda. The book first examines the institutional and intellectual background of governance ideas, capturing the key features of neoliberalization in transitional China. The main body of investigation is an interpretive analysis of governance in terms of its normative principles and technical skills, which effectively package the mature neoliberal vision and reality so that it indicates the dominant ruling structure of Chinese neoliberalism. The subsequent analysis presents a genealogical review of governance discourse and traces its adaptation to local neoliberal experiments. The book concludes with reflections on possible ways of critical engagement with governance ideas and with the intellectual aspects of neoliberalism.

This report summarizes proceedings and conclusions of a two-day national planning workshop to further the assessment of national postsecondary outcomes, as suggested by Goal 6.5 of the National Education Goals, and to determine how the National Center for Education Statistics (NCES) and the states might work more effectively to develop mutually-supportive postsecondary assessment activities and policies. Conclusions of the workshop indicate that there is no immediate possibility of aggregating state-level data on postsecondary outcomes to create a usable national indicator. In recent years democratic theory has taken a deliberative turn. Instead of merely casting the occasional ballot, deliberative democrats want citizens to reason together. They embrace 'talk as a decision procedure'. But of course thousands or millions of people cannot realistically talk to one another all at once.
