Germany and the Role of Nuclear Weapons: Between Prohibition and Revival

Abstract: "Never since the end of the Cold War have the international community and Europe been so deeply divided over the role of nuclear weapons in security policy. There is disagreement within the United Nations over whether to begin negotiations on a treaty banning nuclear weapons. At the same time, Russia's aggression against Ukraine and Moscow's associated nuclear threats have triggered a new discussion in NATO about enhancing its nuclear deterrent. Both debates are difficult and uncomfortable for Berlin, because they undermine the incremental arms control approach favoured by Germany. Against the background of the upcoming July 2016 NATO summit in Warsaw and the forthcoming establishment of a working group on nuclear disarmament in Geneva, Berlin must adopt a clear stance on nuclear deterrence if it is to play an active role in shaping the outcome of these discussions." Calligraphy refers to "beautiful writing," an ancient art form still practiced today. Thought to have originated in China, calligraphy is skilled handwriting that produces expressive lettering and words. Each letter and word differs, even when produced by the same craftsperson, because it is improvised at the moment of writing. After a brief introduction to calligraphy, this book presents pages with examples of playfully lettered words. Each word has at least one letter that has been playfully embellished in a way that relates to the meaning of the word. That letter has also been enlarged and placed in the bottom of the page so that you can see its details (and imperfections). The pages are arranged alphabetically by the first letter of the word. Each page also contains plenty of white space for copying the word or letters. Thus, this book can be an enjoyable introduction to the art of calligraphy as well as a workbook for practicing your skills.

This volume evaluates the impact of coercive arms control efforts to curb the spread of weapons of mass destruction in the twenty-first century. A new paradigm in arms control is gradually replacing the idea that mutually agreed restrictions on armaments can improve international security. Thus, Hedley Bull’s classic definition of arms control as the "cooperation between antagonistic pairs of states in military affairs" needs to be amended by a new notion of coercive arms control as the set of non-cooperative and non-reciprocal measures to restrict the weapons or military capabilities of certain states. This volume addresses the topic of how this ongoing paradigmatic shift will affect the ...

This edited volume examines the issue of the proliferation of dual-use technology and the efforts of the international community to control these technologies. Efforts to stop the spread of weapons of mass destruction (WMD) increasingly focus on preventing the proliferation and misuse of dual-use technologies: information, materials and equipment that can be easily applied for peaceful and hostile purposes. The threat of terrorist attacks with nuclear, biological or chemical weapons, in particular, makes it necessary to develop a sustainable non-proliferation policy that effectively hinders the misuse of dual-use technologies. In this book, leading non-proliferation experts from different re...

Since the fall of the Berlin wall, the two sides of the Atlantic have struggled to identify a new common project and create the tools and institutions needed to address common challenges. To their credit, they have transformed their militaries, integrated new members into Western institutions such as the European Union and NATO, deepened economic ties, developed new partnerships, and acquired new capabilities. But they have also had a number of ugly and public disputes over the nature and severity of the threats they face as well as the means necessary to combat such threats. Now, several years after the dark days of 2002 and 2003, the transatlantic partners are working toward renewal. Altho...

Charting a New Course on North Korea's Nuclear Programme? The Options and the Non-Proliferation Treaty

Abstract: "Should North Korea be recognised as a de facto nuclear power? Even after three nuclear tests the international discussion continues to tiptoe around this crucial question for the nuclear non-proliferation regime. The aftermath of the spring 2013 escalation only makes the problem more urgent. North Korea uses its nuclear weapons as a threat in diplomatic and security talks, has declared itself a nuclear-weapon state by constitutional amendment, and most recently openly threatened a nuclear strike against the United States and South Korea. Nonetheless, the international community adheres doggedly to the legal stance that North Korea is a non-nuclear-weapon state under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and must renounce nuclear arms. Given Pyongyang's repeated violations of the treaty this position is well founded. But in view of the power of the factual, it is legitimate to ask how long this position can and should be upheld. Why should the international c

Germany and NATO Missile Defence: Between Adaptation and Persistence

Abstract: At the 2010 Lisbon summit, the NATO allies decided to develop a joint missile defence system as a core element of collective defence. Since then, the security environment has changed fundamentally. The hopes of cooperating with Moscow on missile defence have been shattered, while the nuclear deal with Iran reduces the threat from the south and thus undermines one of the central justifications for the proposed system. At the same time, the alliance has made progress in its efforts to protect its territory, forces and populations from missile attacks. While the fundamental decision to create a missile defence system is likely to hold, the German Bundestag should consider the foreign policy, security, industrial, arms control and financial implications before approving any additional German contributions. Abstract: Even after the summit meeting between US President Donald Trump and North Korea's Head of State Kim Jong Un in Singapore on 12 June 2018, the crisis surrounding North Korea's nuclear programme and weapons of mass destruction programme remains one of the most dangerous and complex in the world. The conflict is centred on the unresolved tense relationship between North Korea and the USA, and in particular the issue of nuclear weapons possession. Grouped around this are other conflicts characterised by clashes of interests between China, Japan, North Korea, Russia, South Korea and the USA. In addition, within these conflicts, security policy, human rights policy and economic policy have great impact on each other. For Germany and Europe, finding a peaceful solution to the conflict - or at least preventing military escalation - is key. Europe can and should work to ensure that North Korea is treated as a challenge to global governance. Addressing the set of problems subsumed under the

Chemical and Biological Warfare

The international community has pledged to curtail development and use of chemical and biological weapons in several agreements, beginning with the 1925 Geneva Protocol, but several nations are not honoring these pacts. Critics argue that chemical and biological weapons are crueler than traditional warfare methods and that they harm innocent civilians. Some experts say that they are less of a threat when compared to nuclear weapons. The authors of the viewpoints in this informative resource examine the use and efficacy of chemical and biological weapons, address who is using them, and suggest ways to prevent their use.
