Economic and Political Reform in Developing Countries
This volume explores the interactions between economic and political reform in developing countries and eastern Europe. Over the past decade there have been significant moves both towards economic reform - essentially involving a greater role for the market and a lesser role for the state - and political reform, with important steps taken towards democratic forms of government. In some areas political change preceded economic reform (as in much of eastern Europe), while elsewhere economic and political reform have gone hand in hand, often as a result of external pressure. The essays cover a wide range of experience of economic and political reforms, from which some general lessons emerge. The most important one is that political and economic reforms interact in complex ways, with political reform often acting to slow down or even reverse economic reform. Secondly, it is shown that the state has an important role to play in guiding reform and preventing market excesses.

Trade Facilitation and the WTO
With efforts for further substantive liberalization of trade showing little signs of success, focus has shifted to the rationalization and simplification of procedural regulations in international trade. The Agreement on the Trade Facilitation in Goods came into force in 2017, and proposals for similar agreements for trade in services and foreign investment have been submitted and are under discussion. This book discusses both existing and proposed provisions on trade facilitation within the World Trade Organisation (WTO). It covers relevant General Agreement on Tariffs and Trade (GATT) provisions and jurisprudence, the negotiating history of the Trade Facilitation Agreement in Goods, provisions of the WTO Trade Facilitation Agreement and their relevance for developing countries’ concerns, with special emphasis on India, and the prospects for a global digital trade facilitation platform. The book also discusses the desirability for trade facilitation agreements for services and investment and the possibility of success of the proposals submitted in this regard in the WTO.
Locked Out of Development
This Element argues that the low dynamism of low- to mid-income Arab economies is explained with a set of inter-connected factors constituting a 'segmented market economy'. These include an over-committed and interventionist state with limited fiscal and institutional resources; deep insider-outsider divides among firms and workers that result from and reinforce wide-ranging state intervention; and an equilibrium of low skills and low productivity that results from and reinforces insider-outsider divides. These mutually reinforcing features undermine encompassing cooperation between state, business and labor. While some of these features are generic to developing countries, others are regionally specific, including the relative importance and historical ambition of the state in the economy and, closely related, the relative size and rigidity of the insider coalitions created through government intervention. Insiders and outsiders exist everywhere, but the divisions are particularly stark, immovable and consequential in the Arab world.
Post-Stabilization Economics in Sub-Saharan Africa
Mozambique is an economic success story in sub-Saharan Africa (SSA). Its remarkable achievements offer valuable lessons to other low-income countries in a post-stabilization economic phase, including how they can efficiently manage a scaling up of foreign aid aimed at poverty reduction.
