Central Americans in Mexico and the United States
This study compares the Mexican and US responses to the massive influx of Central Americans over the past decade. It underscores the pervasive confusion and disagreement in both countries over the appropriate criteria and jurisdictions for decision-making. The authors state that approximately 87 to 88 percent of all Central Americans who have left their respective countries are in either Mexico or the United States. They show that recognition of a refugee or group of refugees is not always based on an evaluation of the causes of flight, but that foreign policy considerations and domestic political factors are equally important in determining the reaction of the receiving country. As a conflict ends and the parties begin working towards a durable peace, practitioners and peacebuilders are faced with the thrilling possibilities and challenges of building new or reformed political, security, judicial, social, and economic structures. This Handbook analyzes these elements of post-conflict state building through the lens of international law, which provides a framework through which the authors contextualize and examine the many facets of state building in relation to the legal norms, processes, and procedures that guide such efforts across the globe. The volume aims to provide not only an introduction to and explanation of prominent topics in state building, but also a perceptive analysis that augments ongoing conversations among researchers, lawyers, and advocates engaged in the field.
The New World Disorder
The new world order as it stood after the apparent end of the Cold War and the collapse of the USSR was greeted with enthusiasm and optimism almost everywhere, but especially in the West. Less than a quarter century later that optimism has faded dramatically, with the rise of populism, nationalism, religious extremism and civil discord disrupting political and social norms around the world. This book reveals the extent to which events that began as internal political crises in Europe, the Middle East and the USA have sent ripple effects reaching into all points of the globe. The projection of liberal democratic predominance in the 1990s, has faded as illiberal governance gains support worldwide. Long-standing international trade patterns are disrupted, perhaps permanently, by the weaponization of economic sanctions, real and perceived threats of terrorism raise levels of anxiety everywhere, and severe new weather patterns inflict floods, fires, drought and hurricanes on populations unused to such extremes. This book describes and analyses many of these phenomena in the hope that better understanding of them may help ameliorate their consequences.

Displaced Memories analyzes the representation of traumatic memories--political imprisonment, torture, survival, and exile--in the literary works of Alicia Kozameh, Alicia Partnoy, and Nora Strejilevich, survivors of Argentina's "Dirty War" (1976-1983). Beginning with an examination of the history of Argentina's last dictatorship, the conditions that led the authors to exile, and the contexts in which the texts were published, Portela provides the theoretical tools for the understanding of narratives of trauma and displacement caused by political violence. The author proposes a theory that critiques post-structuralist paradigms of trauma, which present trauma as an unclaimed experience impossible to apprehend, as she argues for an analysis of the symbolic uses of language, presenting trauma as a claimed experience that can be brought into representation and therefore create the conditions of possibility for working through.
