UK- Brazil relations

World events should not distract the Foreign and Commonwealth Office (FCO) from its efforts to promote a stronger bilateral relationship between the UK and Brazil. The rise of Brazil as a world power represents an opportunity for the UK, not a threat and the FCO is correct to identify Brazil's potential to be a "good news story" for the UK. The UK has taken the correct preliminary steps to strengthen the bilateral relationship. The UK's support for permanent Brazilian membership of the UN Security Council, as part of a wider UN reform is to be particularly welcomed. Brazil as a developing, democratic country can play a vital role in representing the "global South". The Government must mainta...

The UK's energy supply

The Government must start thinking strategically about energy security to protect the UK's energy supply against short-term shocks and rising global energy prices, according to a report by MPs on the Energy and Climate Change Committee. Gas storage capacity needs to be increased in the UK to minimise the potential damage from supply interruptions or price spikes, the report argues. It reveals that the UK's current storage capacity amounts to only 14 days worth of gas supply - a dangerously low level compared with France which has 87 days worth of gas storage, Germany 69 and Italy 59. 19 gigawatts (GW) of ageing electricity plant will close by 2018 and the UK will become increasingly reliant on energy imports as North Sea oil and gas reserves decline. The report concludes that new electricity generation currently being built or planned will fill this "gap". But it urges the Government to ensure security of supply by delivering on its energy efficiency targets, rolling out smart meters - that can balance demand - and maintaining a diverse energy mix.

Reverence is an ancient virtue that survives among us in half-forgotten patterns of civility and moments of inarticulate awe. Reverence gives meaning to much that we do, yet the word has almost passed out of our vocabulary. Reverence, says philosopher and classicist Paul Woodruff, begins in an understanding of human limitations. From this grows the capacity to be in awe of whatever we believe lies outside our control -- God, truth, justice, nature, even death. It is a quality of character that is especially important in leadership and in teaching, although it figures in virtually every human relationship. It transcends religious boundaries and can be found outside religion altogether. Woodru...

The term "artificial life" describes research into synthetic systems that possess some of the essential properties of life. This interdisciplinary field includes biologists, computer scientists, physicists, chemists, geneticists, and others. Artificial life may be viewed as an attempt to understand high-level behavior from low-level rules—for example, how the simple interactions between ants and their environment lead to complex trail-following behavior. An understanding of such relationships in particular systems can suggest novel solutions to complex real-world problems such as disease prevention, stock-market prediction, and data mining on the Internet. Since their inception in 1987, the Artificial Life meetings have grown from small workshops to truly international conferences, reflecting the field's increasing appeal to researchers in all areas of science.

The European Handbook of Central Asian Studies

This handbook is the first collection of comprehensive teaching materials for teachers and students of Central Asian Studies (CAS) with a strong pedagogic dimension. It presents 22 chapters, clustered around five themes, with contributions from more than 19 scholars, all leading experts in the field of CAS and Eurasian Studies. This collection is not only a reference work for scholars branching out to different disciplines of CAS but also for scholars from other disciplines broadening their scope to CAS. It addresses post-colonial frameworks and also untangles topics from their ‘Soviet’ reference frame. It aims to de-exoticize the region and draws parallels to European or to historically...

Weapons of the Wealthy

Mass mobilization is among the most dramatic and inspiring forces for political change. When ordinary citizens take to the streets in large numbers, they can undermine and even topple undemocratic governments, as the recent wave of peaceful uprisings in several postcommunist states has shown. However, investigation into how protests are organized can sometimes reveal that the origins and purpose of "people power" are not as they appear on the surface. In particular, protest can be used as an instrument of elite actors to advance their own interests rather than those of the masses.Weapons of the Wealthy focuses on the region of post-Soviet Central Asia to investigate the causes of elite-led p...

This book is about the history, present and future of one the most important policy ideas of the modern era – that there is a single, global dangerous amount of climate change. That dangerous amount of climate change is imagined as two degrees centigrade of global warming above the pre-industrial average. Though the two degree idea is based on the value system of elite policy actors, it is been constructed in public discourses as scientific fact. This false representation of the concept undermines opportunities for positive public engagement with the climate policy debate, yet it is strong public engagement which is a recurring aspiration of climate policy discourses and is considered esse...
