Kniha se zabývá problematikou financování územních samospráv (obcí a krajů), a to i v mezinárodním kontextu. Popisuje strukturu veřejné správy, teorii fiskální federalismu, hierarchii rozpočtového uspořádání a rozpočet jako základní plán každé samosprávy. Řeší otázky rozpočtového určení daní v rámci obcí a krajů, problém rostoucí zadluženosti územních samospráv a její regulace a v neposlední řadě také legislativní a ekonomické aspekty ve vztahu k majetku municipalit a krajů. Dále se zabývá možnostmi financování územních samospráv ze zdrojů Evropské unie a kvalitou hospodaření s veřejnými prostředky. Aktualizace knihy reaguje na neustále se měnící podmínky, ve kterých se financování územních samospráv vyvíjí – např. změny rozpočtového určení daní, návrh tzv. fiskální ústavy, která se územních samospráv dotýká, zdroje financování z EU v programovacím období 2014-2020 atd. Publikace podobného zaměření na trhu velmi rychle zastarávají a na tyto skutečnosti zatím žádná z nich nereaguje.
