Advances in Information and Communication Technology
This book features papers presented at the International Conference on Advances in Information and Communication Technology (ICTA 2016), which was held in Thai Nguyen city, Vietnam, from December 1 to 13, 2016. Farmers' Perspectives on Risks and Social Capital in the Mekong Delta
This book analyses the risky behavior of farmers in the Mekong Delta, Vietnam, in their shift from rice to shrimp farming, as well as the role of social capital in these farmers’ economic activities. Emphasizing the rationality of the market does not fully explain the nature of farmers’ economic behavior. Therefore, this book explores farmers’ risk mitigation and dispersion, so as to provide a systematic outlook on the issue. It finds that “food security” and “subsistence margin” influence farmers’ behavior to some extent. In the context of current social relations, farmers do not completely avoid risks, but they have different risk-taking strategies. As the book shows, social reciprocity in terms of capital, labor, and land allows poor farmers to participate in shrimp farming in a risky manner.
Vietnamese Health Care System in Change
Within the last twenty years a large-scale bottom-up privatization has taken place in Vietnam, changing and dismantling the public health care system. This process has led to severe tensions inherent in the transitional society of Vietnam between equity and access to health care support - especially for the poor, elderly, migrants, and ethnic minorities - on the one hand, and its efficiency on the other hand. The book traces the reform efforts to modernize the health care system by the Communist Party of Vietnam and the Vietnamese government. The author bases her findings on little known primary literature and interviews with key stakeholders of the policy network involved in the reform of the health care system, thereby painting an authentic atmospheric picture of the profound changes in the health care system in Vietnam.
