Precautionary Risk Appraisal and Management

One of the major challenges of our time is the management of risks emanating from modern technologies. Yet as diverse as these technologies are, ranging from nuclear power generation over genetically modified organisms to nanotechnology and many more, as different are the risk management and regulation strategies offered to cope with their potential risks. This book is therefore dedicated to one of these strategies, the Precautionary Principle. The book offers a general model for the implementation of the Precautionary Principle for risk regulation. At the same time, the book integrates various scientific approaches towards the Precautionary Principle, such as the social sciences, natural sciences and law.

The book is a valuable resource for academics in the field of energy planning and policymaking, as well as practitioners in energy governance, energy and urban planners and participation specialists.

This doctoral dissertation presents a model to evaluate trade-offs between the energetic, economic, and environmental lifecycle performance of building projects. The model is explained so as to be replicable. The model is then applied for decision-making on different strategies for existing buildings in Germany. Results from the case-study show that current state-of-the-art building strategies considerably increase the risk of missing climate change mitigation targets in exchange to a relatively small economic improvement over innovative building strategies.

A Theory of Uncertainty

Using sources from classical to modern that broach the phenomenon of uncertainty and its relation to risk, this book creates a novel approach to the recognized but theoretically often unattended issue of uncertainty. Andreas Klinke develops a new, general theory of uncertainty that provides a taxonomy of categories which are deduced from a critical inventory in philosophy, social and natural sciences, and risk research. Comprising six parts, the philosophical grounding of uncertainty sets the stage for the following philosophical and social scientific accounts and explanation of four distinctive guises of uncertainty that form a taxonomic notion and rationale: ontological, epistemological, l...

Handbook of the Anthropocene

This Handbook is a collection of contributions of more than 300 researchers who have worked to grasp the Anthropocene, this new geological epoch characterised by a modification of the conditions of habitability of the Earth for all living things, in its biogeophysical and socio-political reality. What are the anthropological changes needed to ensure that our human adventure will be able to continue in the Anthropocene? And what are the educational and political issues involved? There is an increasing dissatisfaction about how risk is regulated, leading to vivid debates about the use of 'risk assessment' and 'precaution'. As a result, academics, government officials and industry leaders are calling for new approaches and fresh ideas. This book provides a historical and topical perspective on the alternative concept of 'Tolerability of Risk' and its concrete regulatory applications. In the UK, Tolerability of Risk has been developed into a sophisticated framework, particularly within the health and safety sectors. It is expected to guide decision-makers when applying their legal obligation of keeping risks as low as practically reasonable. Could Tolerability of Risk ...
