This book explores recent experiences in the effort to bring about a Green Revolution in Sub-Saharan Africa (SSA). The chapters focus on rice and maize, which are promising and strategic smallholder crops. Significantly, we find that an African Rice Revolution has already begun in many irrigated areas, using Asian-type modern varieties, chemical fertilizer, and improved management practices. Further, we find that the same technological package significantly increases the productivity and profitability of rice farming in rainfed areas as well. Cash crops and food security

One of the key questions in food policy debates in the last decades has been the role of cash cropping for achieving food security in low income countries. We revisit this question in the context of smallholder coffee production in Ethiopia. Using unique data collected by the authors on about 1,600 coffee farmers in the country, we find that coffee income improves food security, even after controlling for total income and other factors and after addressing the endogeneity of coffee income. Further analysis suggests that the pathway for achieving this improved food security is linked to being better able to smooth consumption across agricultural seasons. In contrast with food crops, coffee sales take place almost throughout the whole year, providing farmers with cash income also during the lean season.

A multi-criteria assessment framework for national drought planning

The increasingly frequent and severe droughts prompted the global community to adopt more proactive and integrated approaches to reduce or neutralize the impacts. The paradigm shift called for an improved planning mechanism that puts emphasis on strengthening preparedness. In support of this process, the Drought Initiative, called by the Conference of Parties (COP) of the United Nations Convention to Combat Desertification (UNCCD), rolled out its programme on drought planning at national level. Showing the strong interest, 70 countries have already joined the programme to prepare their national drought plan. The development of a multi-criteria assessment for the review of the plans is a necessary step to enable the implementation. This publication contributes to this overall goal from multiple objectives, including the presentation of a replicable framework to conduct regular reviews, the analysis of the submitted plans to identify the potential for further enhancements, the provision of recommendations on the options of enhancements, and the demonstration of case studies with successful planning methods to facilitate the global knowledge-sharing.
