It is often said that knowledge is power, but more often than not relevant knowledge is not used when political decisions are made. This book examines how political decisions relate to scientific knowledge and what factors determine the success of scientific research in influencing policy. The authors take a comparative and historical perspective and refer to well-known theoretical frameworks, but the focus of the book is on three case studies: the discourse of racism, Keynesianism and climate change. These cases cover a number of countries and different time periods. In all three the authors see a close link between 'knowledge producers' and political decision makers, but show that the effectiveness of the policies varies dramatically. This book will be of interest to scientists, decision makers and scholars alike.
Space Politics and Policy: An Evolutionary Perspective provides a comprehensive survey of Space Policy. This book is organized around two themes. Space Policy is evolutionary in that it has responded to dramatic political events, such as the launching of Sputnik and the Cold War, and has undergone dynamic and evolutionary policy changes over the course of the space age. Space Policy is an integral part of and interacts with public policy processes in the United States and abroad. The book analyzes Space Policy at several levels including historical context, political actors and institutions, political processes and policy outcomes. It examines the symbiotic relationships between policy, technology, and science; provides a review and synthesis of the existing body of knowledge in Space Policy; and identifies Space Policy trends and developments from the beginnings of the space age through the current era of the twenty-first century.
The National Academies' National Research Council undertook this study in response to a request from the Under Secretary of Energy to provide strategic advice on how the Department of Energy could improve its Environmental Quality R&D portfolio. The committee recommends that DOE develop strategic goals and objectives for its EQ business line that explicitly incorporate a more comprehensive, long-term view of its EQ responsibilities. For example, these goals and objectives should emphasize long-term stewardship and the importance of limiting contamination and materials management problems, including the generation of wastes and contaminated media, in ongoing and future DOE operations.
Few federal agencies have more extensive ties to the private sector than NASA. NASA's relationships with its many aerospace industry suppliers of rocket engines, computers, electronics, gauges, valves, O-rings, and other materials have often been described as "partnerships." These have produced a few memorable catastrophes, but mostly technical achievements of the highest order. Until now, no one has written extensively about them. In NASA and the Space Industry, Joan Lisa Bromberg explores how NASA's relationship with the private sector developed and how it works. She outlines the various kinds of expertise public and private sectors brought to the tasks NASA took on, describing how this division of labor changed over time. She explains why NASA sometimes encouraged and sometimes thwarted the privatization of space projects and describes the agency's role in the rise of such new space industries as launch vehicles and communications satellites.
For the past 50 years a select group of scientists has provided advice to the US President, mostly out of the public eye, on issues ranging from the deployment of weapons to the launching of rockets to the moon to the use of stem cells to cure disease. The role of the presidential science adviser came under increasing scrutiny during the administration of George W. Bush, which was highly criticized by many for its use (and some say, misuse) of science. This edited volume includes, for the first time, the reflections of the presidential science advisers from Donald Hornig who served under Lyndon B. Johnson, to John Marburger, the previous science advisor, on their roles within both government and the scientific community. It provides an intimate glimpse into the inner workings of the White House, as well as the political realities of providing advice on scientific matters to the presidential of the United States. The reflections of the advisers are supplemented with critical analysis of the role of the science adviser by several well-recognized science policy practitioners and experts. This volume will be of interest to science policy and presidential history scholars and students.
