A primary mission of the Defense Advanced Research Projects Agency (DARPA) is the development of innovative system concepts for improving the effectiveness of U.S. military forces. To assist DARPA in this effort, RAND has established the Concept Analysis Environment (CAE), a secure set of systems for the analysis, exploration, and evaluation of advanced military concepts. This secure framework incorporates simulation models for determining the effectiveness of advanced military system concepts in simulated battlefield environments. The authors describe the system's current and prospective simulation models and their use in two projects: the tactical armor/anti-armor study and the joint close support study. The CAE is expected to make a significant contribution to the three stages of developing innovative system concepts: initial conceptualization, identification of desirable system characteristics, and determination of probable military effectiveness.

Corralling the Trojan Horse

This study presents an alternative to continued reliance on close combat urban operations paradigms that require a commitment of large numbers of soldiers to urban actions. It has six mutually reinforcing, largely simultaneous components: intelligence, surveillance, and reconnaissance enhancements; denial of access; nodal operations; noncombatant control; selective dominance; and post-conflict sustainment. Although the analysis largely focuses on combat operations, these elements are also applicable to serving objectives inherent during stability and support missions, whether these are part of a larger combat contingency or themselves dominate actions in the theater of operations. The period considered is 2000-2025. There is continuity inherent in the analysis. It is recognized that reaching the desired end state of a much improved way of conducting urban operations demands somewhat consistent fiscal policies, technological development, and leader support over that span of years.

Distributed artificial intelligence is concerned with problem solving that is done by groups of agents. This Note describes strategies of cooperation that groups require to solve shared tasks effectively. We discuss such strategies first in a domain-independent fashion, and then in the context of a specific group problem-solving application: collision avoidance in air traffic control. We begin by contrasting the methodologies, difficulties, and opportunities of distributed and centralized problem solving. From this analysis, we infer a set of requirements on the information-gathering and organizational policies of group problem-solving agents. We then discuss a set of distributed problem solvers that we have developed in the domain of air traffic control and describe some experimental findings with the cooperative strategies used. In particular, we note large task-dependent differences in processing times, communication loads, and system errors between the several cooperative strategies. (Author).
