Evaluation has become an important instrument for rational governance and is used in an increasing number of countries and policy fields. Recent developments at the global, national and local level are changing the conditions and functions of evaluation worldwide. This book examines current global development trends and changing demands for evaluation. It addresses issues surrounding professionalisation and globalisation, examining the need to strengthen accountability for social development in various different policy fields, regions and countries to improve governance and its impacts on social betterment. It also considers issues of quality, utility and further education and the upgrading of evaluation in a broad variety of different organisations, such as multilateral donor organisations, national public administrations, private consultancies, civil-society organisations, universities, and research institutes. With contributions from 30 different countries, this book combines a broad variety of viewpoints to examine the global future of evaluation.
This book examines the progress of institutionalisation of evaluation in Asia Pacific from various perspectives. It presents prior developments and current states of evaluation in 11 countries, focusing on three dimensions, namely the political, social and professional systems. These detailed country reports, which have been written by selected researchers and authors of the respective countries, lead to a concluding comparison and synthesis. This is the third of four volumes of the compendium The Institutionalisation of Evaluation. The first volume on Europe was published in 2020, and the second volume on the Americas in 2022. It will be followed by another volume on Africa. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and sectors.

Je mehr Schatten in den letzten Jahren auf die staatliche Entwicklungszusammenarbeit (EZ) fiel, umso mehr rückte die Arbeit der Nicht-Regierungsorganisationen ins Licht der Öffentlichkeit. Nicht selten werden sie zu neuen Hoffnungsträgern einer wirkungsvolleren EZ hochstilisiert. Ob dies jedoch tatsächlich zutrifft ist bisher kaum untersucht. In diesem Band wird erstmals die Wirksamkeit staatlicher und nicht-staatlicher EZ anhand eines Fallbeispiels evaluiert. Es wird herausgearbeitet, inwieweit die unterschiedliche Wirksamkeit von Berufsbildungsprojekten in der VR China auf unterschiedliche Förderkonzepte, Strategien, Vorgehensweisen und Handlungsbedingungen der beiden Geberorganisationen GTZ (Deutsche Gesellschaft für Technische Zusammenarbeit) und HSS (Hanns-Seidel-Stiftung) zurückgeführt werden können. Von der vergleichenden Betrachtung werden schließlich Empfehlungen für die Entwicklungspolitik im Hinblick auf die eingesetzten Förderstrategien und die unterschiedlichen Arbeitsweisen der beiden Durchführungsorganisationen abgeleitet.
The book offers new insight into the diversity of democracy promotion. It takes up the puzzle of mixed results for international agencies in external democracy promotion despite the global goal of democracy and the attempt to shape a common policy emphasized in various international agreements. On the background of backlashes and the search for new answers; it analyzes how the UNDP and the EC promoted democracy in Rwanda from 2003 until 2013 with a selective outlook until today. As a result, it outlines how democracy strategies differ. Furthermore, it develops a new concept of variances which can be applied for other international organizations and agencies as well as in other recipient states.

In Germany, development cooperation is the policy field with the longest tradition in evaluation. All major German organisations in development cooperation use the instrument of evaluation - however, to different degrees with regard to qualitative and quantitative aspects. This study on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) analyses methodically analyses the way the different organisations evaluate, how much they know about the impact of their projects and programmes, and if or how their evaluation systems can be integrated a larger whole.
