Being Malay in Indonesia
In 1999, the people of Indonesia's Riau Archipelago were angry. Resentful of decades of "internal colonialism" by Mainland Sumatra, and concerned that they lacked the education and skills to flourish in a globalised world, they dreamed of inhabiting a province of their own. When the post-authoritarian state committed itself to democracy and local autonomy, they lobbied vigorously and successfully for the region to be returned to its "native" Malay residents. The formation of the Riau Islands Province (RIP) in 2002 is argued to be part of a broader trend of pemekaran (blossoming) that saw the creation of seven new provinces and more than 100 new districts throughout Indonesia after the fall of the New Order. This article argues that the main motivation for these subnational movements was a combination of rational interests and cultural sentiments. The Effects of Indonesia's Decentralisation on Forest and Estate Crops in Riau Province
"Since early-2000, the Center for International Forestry Research (CIFOR) has conducted research on the decentralisation of forest administration and policies affecting forests in Indonesia. This project has sought to document the real and anticipated impacts of decentralisation on forest management, forest community livelihoods, and economic development at the provincial and district levels. During the initial phase of this research, CIFOR conducted case studies in nine kabupaten or districts, in four provinces: Riau, East Kalimantan, Central Kalimantan, and West Kalimantan. These case studies were carried out in 2000, with follow up visits to some districts conducted in early 2001. As such, the findings presented in the present report and the companion case studies reflect the conditions and processes that existed in the study districts during the initial phase of Indonesia's decentralisation process"--P. iii.
