Decentralization of the Socialist State

World Bank Discussion Paper No. 271. This study incorporates data from comparable surveys across five African countries--Ghana, Malawi, Mali, Senegal, and Tanzania--to analyze how small and micro enterprises have been positively and negatively affected by policy liberalization schemes. Some grow rapidly by adapting their products, while others stagnate because of import competition and increased self- employment. Comparisons were made between small firms, with 6 to 49 workers, and microenterprises, with fewer than 6. The study suggests a two-pronged strategy: (1) to facilitate widespread participation in microenterprises, broad measures are needed to lower the costs of entry, generate demand for their goods and services, raise the educational level and incomes of the poor, and encourage informal financial institutions; (2) to stimulate growth of potentially dynamic enterprises, well-targeted measures may be appropriate to lower the costs of entry, increase access to credit, and provide demand-driven business services. Fiscal fragmentation in decentralized countries

Most countries, developed and developing, are fiscally decentralized with regional and local governments of varying importance. In many of these countries, some of these sub-national governments differ substantially from others in terms of wealth, ethnic, religious, or linguistic composition. This book considers how fiscal arrangements may strengthen or weaken national solidarity and the effectiveness with which public services are provided. In particular, the nation's ability to cope with changes created by decentralization is explored.

This book uses a unique and innovative way to show the benefits and perils of decentralization as a mechanism to solve internal ethnic conflicts. It explores how administrative, fiscal, and political dimensions of decentralization have affected the process of ethnic minorities' accommodation in Kosovo. It provides analysis and answers on how decentralization has reduced the chances of a conflict. It also critically examines the impact of the agreement for establishing the Association of Serb Majority Municipalities on decentralization and the overall governance system of Kosovo. Lenhard Hamza is an independent political scientist engaged in international development cooperation. He uses his fieldwork to research and create new ways of thinking on Decentralization and Local Governance in theory and practice.
