Relocation Failures in Sri Lanka
Each year, millions of people are internally displaced and resettled in the wake of wars and floods or to make way for large-scale development projects, and this number is increasing. Humanitarian and development specialists continue to struggle with designing and executing effective protection strategies and durable solutions. Relocation Failures explains how internal displacement and efforts to engineer resettlement are conceived and practiced by policy makers and practitioners. The author argues that policies for internally displaced peoples are weak and diluted by narrow interpretations of state sovereignty and collective action dilemmas, and in the case of Sri Lanka, unintentionally intensified ethnic segregation and ultimately war. This unique new book considers the origins and parameters of internal displacement and resettlement policy and practice and proposes an explanation for why it often fails. In highlighting the ways that development assistance can exacerbate smoldering conflicts, the volume provides an important caution to the aid community.
Security and Post-Conflict Reconstruction
This book provides a critical analysis of the changing discourse and practice of post-conflict security-promoting interventions since the Cold War, such as disarmament, demobilization and reintegration (DDR), and security-sector reform (SSR) Although the international aid and security sectors exhibit an expanding appetite for peace-support operations in the 21st Century, the effectiveness of such interventions are largely untested. This book aims to fill this evidentiary gap and issues a challenge to 'conventional' approaches to security promotion as currently conceived by military and peace-keeping forces, drawing on cutting-edge statistical and qualitative findings from war-torn areas including Afghanistan, Timor Leste, Sudan, Uganda, Colombia and Haiti. By focusing on specific cases where the United Nations and others have sought to contain the (presumed) sources of post-conflict violence and insecurity, it lays out a new research agenda for measuring success or failure. This book will be of much interest to students of peacebuilding, peacekeeping, conflict resolution, conflict and development and security studies in general.

Security Sector Reform and Citizen Security
While widely considered a core pillar of the peace and security architecture, Security Sector Reform (SSR) is coming under fire. SSR theory and practice are criticized for being overly focused on traditional conflict and post-conflict settings and for being unable to adjust to unconventional settings marked by chronic crime and terrorism. SSR tends to be disproportionately focused on national institutions and less amenable to engaging at the subnational scale. Drawing on the experiences of so-called 'citizen security' measures in cities across Latin America and the Caribbean, this paper offers some opportunities for renewing and revitalizing SSR. The emphasis of citizen security interventions on multiple forms of insecurity, data-driven and evidence-informed prevention, the promotion of social cohesion and efficacy and designing crime prevention into the social and built environment are all insights that can positively reinforce comprehensive SSR measures in the 21st century. Modern Warfare
The face of modern warfare is changing as more and more humanitarian organizations, private military companies, and non-state groups enter complex security environments such as Iraq, Afghanistan, and Haiti. Although this shift has been overshadowed by legal issues connected to the War on Terror and intervention in countries such as Rwanda and Sudan, it has caused some to question the relevance of the laws of war. To bridge the widening gap between the theory and practice of the law, Modern Warfare brings together both scholars and practitioners who offer diverse perspectives on the key challenges to the law’s legitimacy: how to ensure compliance among non-state groups; the proliferation of private military companies in the employ of humanitarian organizations; tension between the idea of humanitarian space and counterinsurgency doctrines; and the phenomenon of urban violence. By bringing to light the law’s limitations – and potential – this timely book opens a path to preventing further unnecessary suffering and violence.
