ÿThis guide is a resource document for the training and capacity building of facilitators who conduct participatory action research (PAR) in the CGIAR Research Program on Aquatic Agricultural Systems (AAS). AAS aims to improve the lives of poor and vulnerable people reliant on aquatic and agricultural systems for their livelihoods, through collaborative, inclusive PAR with communities and other stakeholders. This guide provides a road map for facilitators to support them in delivering a rigorous PAR process, providing them with guidance for effective facilitation that allows for critical reflection throughout the engagement process. It has been written with an explicit focus on the Tonle Sap hub in Cambodia. The material in the guide is also relevant to other AAS hubs.

Thinking Peaceful Change

Frank Möller explores why the states and societies of the Baltic Sea region have not yet evolved into a security community despite the area undergoing, since the mid 1980s, considerable change with little turmoil. This book focuses on the tensions resulting from policies in the Baltic states aiming at an increase in both security and sovereignty. Möller shows how these states’ attempts at increasing their security were intricately bound up with their efforts at autonomous nation-state building. Möller argues that a primary obstacle to security community building was the construction of nation-states based upon an exceedingly traditional template emphasizing the connection between the st...

This volume focuses on the spotlight on Romania and Moldova, two distinct nations that share a common language, history and culture. Romania is a NATO member since 2004 and a fully integrated nation into the European Union since 2007, while The Republic of Moldova (a former Soviet republic) is attempting to join both international organizations for security and development reasons. Ever since the Iron Curtain fell on Europe at the end of World War II, the term “Eastern Europe” has been used without much regard for the diversity of the region. Given the geographical proximity, perhaps this is an understandable error. However, moving forward into the twenty-first century, and considering t...

Strategic Appraisal

Advances in information technology have led us to rely on easy communication and readily available information--both in our personal lives and in the life of our nation. For the most part, we have rightly welcomed these changes. But information that is readily available is available to friend and foe alike; a system that relies on communication can become useless if its ability to communicate is interfered with or destroyed. Because this reliance is so general, attacks on the information infrastructure can have widespread effects, both for the military and for society. And such attacks can come from a variety of sources, some difficult or impossible to identify. This, the third volume in the Strategic Appraisal series, draws on the expertise of researchers from across RAND to explore the opportunities and vulnerabilities inherent in the increasing reliance on information technology, looking both at its usefulness to the warrior and the need to protect its usefulness for everyone. The Strategic Appraisal series is intended to review, for a broad audience, issues bearing on national security and defense planning.

Assessing Russia's Decline

What challenges does today's Russia pose for the United States and the U.S. Air Force? If certain economic, military, social, and political negative trends in Russia continue, they may create a new set of dangers that might prove more real, and therefore more frightening, than the far-off specter of Russian attack ever was. In a number of scenarios, the U.S. Air Force is certain to be called upon for transportation and perhaps for various military missions in a very demanding environment.

The most difficult challenge for a terrorist organization seeking to build a nuclear weapon or improvised nuclear device is obtaining fissile material, either plutonium or highly enriched uranium (HEU). Experts acknowledge that obtaining HEU, uranium that has been processed to increase the proportion of the U-235 isotope to over 20%, is the most difficult challenge facing a state or non-state actor seeking to build a nuclear explosive. The large stocks of HEU in civilian use, many not adequately protected, are thus one of the greatest security risks facing the global community at present. This book contains chapters examining the various uses for this material and possible alternatives; the threat posed by this material; the economic, political and strategic obstacles to international efforts to end the use of HEU for commercial and research purposes; as well as new national and international measures that should be taken to further the elimination of HEU. This book was published as a special issue of The Nonproliferation Review.
