Kirchliche Krankenhäuser und staatliche Finanzierung
Die Arbeit beschäftigt sich mit der staatlichen Finanzierung kirchlicher Krankenhäuser. Die Einbindung kirchlicher Krankenhäuser in das heutige System der Krankenhausfinanzierung wird dabei ebenso dargestellt wie die historische Entwicklung von der Antike bis heute. In einem analytischen Teil werden die Anforderungen untersucht, die das Grundgesetz an die staatliche Finanzierung stellt. Darf der Staat überhaupt kirchliche Krankenhäuser finanzieren und wie müssen die Finanzierungsregelungen ausgestaltet sein? Muss der Staat kirchliche Krankenhäuser nicht sogar besonders fördern oder zumindest ihre Bedürfnisse besonders berücksichtigen?
Pathologie der Demokratie
Die Studie liefert eine umfassende Pathologie der Demokratie. Ausgangspunkt ist der Befund, dass bisherige Typologien defekter Demokratie zu einseitig auf strukturelle und prozedurale Schwächen fokussieren und damit die inhaltliche Komponente (staatliche Leistungsdefizite) weitgehend aussparen. Dies wird zum Ansatzpunkt einer entsprechend erweiterten Pathologie der Demokratie gemacht. Die Studie arbeitet darüber hinaus die Ursachen der einzelnen Strukturschwächen heraus und mündet schließlich in ein Set von Vorschlägen zur Therapie der Demokratie. Dies impliziert jeweils die Definition eines Profils funktionaler Demokratie, vom dem sich die einzelnen pathologischen Merkmale klar absetzen lassen.
