Esta obra, dividida en seis tomos, desarrolla la historia del derecho en Guatemala desde una visión analítica del jurista, es decir, a través de una lectura crítica de las normas jurídicas decretadas en el país en relación con el contexto histórico (estructuras sociales, políticas y económicas) y los procesos específicos circundantes al momento de su emisión. El quinto tomo inicia describiendo la restauración del sistema democrático, el Gobierno de Óscar Humberto Mejía Víctores (1983-1986) y el proceso de elaboración de la Constitución. Luego, se aborda el mandato de Vinicio Cerezo Arévalo, conocido como el primer Gobierno civil bajo la vigencia de la Constitución Política de 1985. Enseguida, se describe el segundo Gobierno civil liderado por Jorge Serrano Elías y el golpe de Estado acaecido en 1993. El tomo cierra con el mandato de Ramiro de León Carpio, caracterizado por las reformas constitucionales previas a la firma de la paz.

El Índice ofrece datos organizados en ocho factores que enmarcan el concepto de Estado de Derecho: 1) Límites al poder gubernamental, 2) Ausencia de corrupción, 3) Gobierno abierto, 4) Derechos fundamentales, 5) Orden y seguridad, 6) Cumplimiento regulatorio, 7) Justicia civil, y 8) Justicia penal.
