This publication...reports on two workshops held in early 1988 to discuss aspects of environmental issues...The workshop members were drawn from number of professions and came with wide experience. They were much concerned about environmental issues and determined to recommend action on them. Accordingly, they refused to be constrained by workshop titles or fixed agendas, and ranged widely over a number of important questions. These included the basic nature of the environmental issue; the apparent failure, over the past couple of decades, of our decision making processes and institutions in attacking the causes - "why have we not done better?" - and the reasons for that; and what now must be done. They ended with a series of recommendations which set out the results of their best thinking at that time.

The service sector is steadily growing as services that previously were undertaken within the family unit, now show up in social accounts as health care, education and public sector services. Technological changes make possible a process of intermediation in service activities, a separation in space or time of the recipient of services from the original producer, and the increase of v̀€alue-added' services.
