The purpose of the inquiry reported in this document was to determine whether the increased imports of any of nine steel products since 1996 were a principal cause of serious injury, or a threat of serious injury, to Canadian steel producers. Over 175 parties participated in the inquiry, including Canadian & foreign steel producers, steel importers & users, union representatives, and the Commissioner of Competition. The inquiry tribunal conducted two separate hearings, the first concerning injury and the second concerning remedies.
