Au niveau politique, des projets voient le jour, du parc scientifique au pôle médical. Ils misent sur la capacité des individus physiquement proches à collaborer et insistent sur la valorisation du savoir produit par cette proximité à des fins de développement régional. Mais peut-on vraiment prétendre que la proximité physique engendre automatiquement l'excellence, la compétitivité, l'innovation ? L'auteure affirme que cela ne va de soi. Pour appuyer cette thèse, elle a analysé un projet médical, dans ses dimensions relationnelles, technologiques et institutionnelles, par des approches géographiques, sociologiques et économiques. This book presents the U.S. Army Asymmetric Warfare Group (AWG) as an example of successful change by the Army in wartime. It argues that creating the AWG required senior leaders to create a vision differing from the Army’s self-conceptualization, change bureaucratic processes to turn the vision into an actual unit, and then place the new unit in the hands of uniquely qualified leaders to build and sustain it.
