The emergence of green parties throughout Europe during the 1980s marked the arrival of a new form of political movement, challenging established models of party politics and putting new issues on the political agenda. Since their emergence, green parties in Europe have faced different destinies; in countries such as Germany, Belgium, Finland, France, and Italy, they have accumulated electoral successes, participated in governments, implemented policies and established themselves as part of the party system. In other countries, their political relevance remains very limited. After more than 30 years on the political scene, green parties have proven to be more than just a temporary phenomenon. The COVID-19 pandemic has powerfully highlighted the tight knot of bodiliness and politics. This relationship lies at the heart of this book. The author explores how events in everyday life take on a deeply political dimension, and how the body becomes a site of political practice. Subject to regulation, the body functions as a vehicle of oppressive social influences, and has been studied as such by philosophers within the framework of biopolitics. However, the body is also a locus of resistance and rebellion against the entrenched rules, a quality which the author refers to as somapower. The revolt of the body usually begins and develops beyond political spaces – in emancipatory cultural niches, which may gradually accrue political resonance. While this microphysics of emancipation, with its potential for remodeling political life, is particularly important in authoritarian and totalitarian regimes, it is also a relevant force in democracies, where it may foster social change.

The high voting threshold in the Council together with conflicting national preferences should frustrate effective European problem-solving. This famous prediction of the "joint-decision trap" (JDT) is at odds with Europe's dynamic environmental policy. Yet there is scarce research on the limited impact of the JDT in this realm. We know little, therefore, about the conditions of effective environmental policy-change in the EU. By comparing cases of stability and change, including CO2-limits for passenger cars and the phase-out of incandescent lamps, The EU's Green Dynamism examines the ways in and out of the JDT in environmental policy. It shows how both the highly politicized summit level and the bureaucratic "comitology" facilitate change by acting as informal bypasses to the Council. This book contributes to a better understanding of the JDT. It speaks to the recent debate about Europe's "new intergovernmentalism" and the reliance on "informal politics," especially in the wake of the Euro crisis.
