The Soviet post-Stalin period is examined in its economic, political, and foreign policy dimensions, stressing the factors that provided the gestation environment for Gorbachev's reforms. There follows an analysis of the nature, sources, and plausible outcomes of Gorbachev's "revolution" and the strategies he is applying to it. A separate part of the book examines the changing goals of past U.S. policies toward the Soviet Union and their effectiveness in influencing Soviet behavior. The final part puts forth suggestions and prescriptions for a U.S.approach to the changes in Soviet economic, security, and foreign policies. The East-West Forum is a New York-based research and policy analysis organization sponsored by the Samuel Bronfman Foundation. Its goal is to bring together experts and policy leaders from differing perspectives and generations to discuss changing patterns of East-West relations. It attempts to formulate long-term analyses and recommendations. In preparing the chapters of this book, the authors drew upon the work of a series of workshops initiated by the Forum.

Stalin's Successors

This book provides a comprehensive overview of the ways in which the structure and process of Soviet politics have been transformed since Stalin's death, and particularly during the years of the Brezhnev regime. In explaining the Soviet Union's political stability, the author analyzes the Soviet combination of harsh authoritarian rule with political flexibility in the treatment of its citizens, and he describes the social processes that contribute to this stability. He also analyzes the Soviet perception of the current international situation and discusses trends in Soviet foreign policy, including the imbalance between military power on the one hand and political, economic, ideological, and...

This collective volume highlights those aspects of Soviet internal dynamics that influence foreign policy and international relationships. The authors almost uniformly reflect a growing awareness of the importance of internal factors as a critical determinant shaping not only the Soviet Union's position in the international arena, but also the making and effectiveness of Soviet foreign policy. A central premise of this volume is that both the range of options in Soviet foreign policymaking and the predispositions among the policymakers toward the selection of particular options are influenced and circumscribed by the dynamics of Soviet social, economic, and political development.

To understand contemporary society, it has become more and more essential to understand the phenomenon of radicalism—the aspirations of radical movements, the strategies and tactics of radicalism, and the impact of radicalism on contemporary society. One third of the world's population today lives under governments that consider themselves to be Marxist-Leninist. In many of these places, severe poverty was endemic in the years before Communist authorities came to power. Communist governments claim to have a special understanding into and effectiveness in dealing with problems of poverty. Marxist-Leninist rulers have been in power for nearly thirty years in Cuba, nearly forty years in China, and over sixty-five years in the Soviet Union. How do the poor fare in such places today?Western intellectuals often assume there is an inevitable tradeoff between bread and freedom under communism. What populations lose in the way of civil and politi...

The collapse of communism marked the close of an era of world history. This work brings together scholars of Soviet history, who show why the experiment (on modes of organization to social life) failed and how it has destroyed the laboratory of socialist utopias.
