Bu kitap sadece bir siyasi kitap değil, aynı zamanda hukuki kıstasları da göz önünde bulundurarak bugüne değin yeni ve farklı bir siyasi ve hukuki sürecin nasıl ve ne şekilde oluştuğunu bizlere sunma gayreti içinde olup bu yeni ve farklı sürecin ne olduğunu açıklamayı sağlamaktadır. Bu kitap, Cumhuriyetin 100. Yılına denk gelen bu dönemde, Cumhuriyeti ve onu kuranları anmak onlara olan vefa borucunu bir nebze dahi olsa ödemek için yeniden ele alındı. Elimizdeki bu çalışma, “1923’den 2018’e Türkiye’de Hükümet Sistemleri” adı altında 2018 yılında yayımlanan kitabın genişletilmiş ve gözden geçirilmiş hali olarak tasarlandı. Önceki kitaptan farklı olarak Birinci bölümde yer alan teorik bilgilere eklemeler yapılması yanında; ikinci ve üçüncü bölümler gözden geçirildi ve bazı eklemeler yapıldı. Yeni olarak Cumhurbaşkanlığı Hükümet Sistemine ilişkin ayrıntılar, bağımsız bir bölüm olan dördüncü bölümde ele alındı ve genişçe yer verildi.
