Although the U.S. aeronautics industry has been one of the undisputed success stories in global competitiveness throughout the latter half of this century and is currently one of the largest positive industrial contributors to the U.S. balance of trade, long-term strategic planning is necessary to ensure that the United States retains a strong and competitive aeronautics industry in the future. After the completion of the National Research Council (NRC) report, Maintaining U.S. Leadership in Aeronautics: Scenario-Based Strategic Planning for NASA's Aeronautics Enterprise (1997), the National Aeronautics and Space Administration (NASA) Office of Aeronautics and Space Transportation Technology requested that the NRC remain involved in its strategic planning process by conducting a study to identify a short list of revolutionary or breakthrough technologies that could be critical to the 20 to 25 year future of aeronautics and space transportation. These technologies were to address the areas of need and opportunity identified in the above mentioned NRC report, which have been characterized by NASA's 10 goals (see Box ES-1) in "Aeronautics & Space Transportation Technology: Three Pillars for Success" (NASA, 1997). The present study would also examine the 10 goals to determine if they are likely to be achievable, either through evolutionary steps in technology or through the identification and application of breakthrough ideas, concepts, and technologies.

The U.S. Department of Defense (DoD) Manufacturing USA Institutes aim to protect national security and increase U.S. competitiveness in manufacturing. The domestic industrial base is critical to supporting and sustaining both military advantage and economic competitiveness. Through these institutes, the DoD is committed to domestically designing and manufacturing the most innovative defense systems. Intended as intensely collaborative applied research and development endeavors among government, industry, and academia, the institutes are envisioned to become lasting, self-sustaining national assets. A long-term strategy is needed to achieve this goal. The National Academies of Sciences, Engineering, and Medicine recently convened a workshop to discuss the long-term sustainability of the Manufacturing USA Institutes. Participants explored different perspectives across multiple disciplines, discussed public-private partnership models, and considered international programs in advanced manufacturing to inform their recommendations regarding the future of the institutes. This publication summarizes the presentations and discussions from the workshop.
Federally funded, high-risk, capital-intensive research and development is critical to ensure the flow of innovation that provides the basis for a sustainable competitive advantage for U.S. vendors. The modern industry structure of aeronautics places a significant element of the vitality of the R & D enterprise with supply chain vendors. This issue paper describes changes in the commercial aircraft industry that have lead to an increased role of the supply chain in the R & D of aircraft components. It evaluates the allocation of federal R & D funding to the supply chain relative to the increased role of the supply chain in performing R & D. It also examines the roles that federal R & D agencies can play in overcoming inefficiencies in R & D that are inherent to a distributed supply chain.
NASA's Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmentâ€"Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The second workshop, which is the summarized in this report, focused on the interrelationship between government, industry, and academia in the development of technology. Examples from Defense Advanced Research Projects Agency, the Department of Defense, and the National Science Foundation were covered in order to discuss best practices of such cooperative efforts as possible lessons for NASA's space exploration activities.
