U.S. Army War College Key Strategic Issues List
The purpose of the Key Strategic Issues List (KSIL) is to provide military and civilian researchers a ready reference for issues of special interest to the Department of the Army and the Department of Defense (DoD). Unlike other lists that generally reflect issues which are operational or tactical in nature, the focus of the KSIL is strategic. It highlights topics that senior Army and DoD leaders should consider in providing military advice and formulating military strategy. At present, the U.S. military is engaged in a changing situation in Iraq and an increasing presence in Afghanistan, as well as efforts to restore balance in force sizing and structure. With the publication of the 2009 KSIL, the Strategic Studies Institute and the U.S. Army War College invite all researchers to contribute to informing America's leaders of current and emerging challenges.

The Military Balance 2022
Published each year since 1959, The Military Balance is an indispensable reference to the capabilities of armed forces across the globe. "This monograph examines the fundamental argument that America's adversaries are shifting more toward irregular methods due to the demonstrated prowess of the U.S. military at conventional warfare. This argument is based on what one might call a paradoxical logic, not unlike that described by Edward Luttwak in his classic work, Strategy. Among other things, the monograph concludes that few genuine paradoxes exist in war; most principles that appear paradoxical are completely linear. Revising the Two Mtw Force Shaping Paradigm
U.S. military strategy is undergoing its most serious examination since the end of the Cold War. Led by Secretary of Defense Donald Rumsfeld, this process is designed to assess every dimension of the strategy, including its most basic assumptions and concepts. Impact Of Strategic Culture On U.S. Policies For East Asia
The U.S. Army War College provides an excellent environment for selected military offi cers and government civilians to refl ect and use their career experience to explore a wide range of strategic issues. To assure that the research developed by Army War College students is available to Army and Department of Defense leaders, the Strategic Studies Institute publishes selected papers in its Carlisle Papers in Security Strategy Series. Colonel Frank L. Miller, member of the Army War College Class of 2003, is the author of this paper. Using examples from the Asia-Pacifi c region, he illustrates the need for regional and, at times, subregional approaches to collective security. Colonel Miller concludes that treating these relationships from a global perspective, and thus ignoring local norms, can cause unnecessary friction. He provides a set of policy recommendations to achieve U.S. goals in the region.
The Promise and Pitfalls of Grand Strategy
What is "grand strategy," and why is it seemingly so important and so difficult? This monograph explores the concept of grand strategy as it has developed over the past several decades. It explains why the concept is so ubiquitous in discussions of present-day foreign policy, examines why American officials often find the formulation of a successful grand strategy to be such an exacting task, and explores the ways in which having a grand strategy can be both useful and problematic. It illustrates these points via an analysis of two key periods in modern American grand strategy -- the Truman years at the outset of the Cold War, and the Nixon-Kissinger years in the late 1960s and 1970s -- and provides several suggestions for how U.S. officials might approach the challenges of grand strategy in the 21st century.
