Out of the shadow of famine

This book describes how Bangladesh transformed its food markets and food policies to free the country from the constant threat of famine. Since 1990, the Bangladeshi government has dismantled its food rationing system, privatized grain distribution, eased restrictions on international trade, and reduced its own presence in grain markets. The foundation for these developments was laid in the preceding decades. Improvements in agricultural science in the 1970s roughly doubled farm yields, while in the 1980s liberalization of irrigation restrictions, the lifting of import barriers to irrigation technology, and the privatization of fertilizer distribution rapidly increased rice cultivation. Thes...

A Glass Half Full

Trade has played a critical role in global poverty reduction. In harnessing the potential of trade, some of the most successful countries have developed strong trade relationships with their neighbors. However, many South Asian countries have trade regimes that often offset the positive impact of geography and proximity. These barriers include tariffs and paratariffs, real and perceived nontariff barriers, connectivity costs, and the broader trust deficit. This policy-focused report unpacks these critical barriers to effective tr...

Food Security, Energy Security, and Inclusive Growth in India

This report summarizes the findings of the Asian Development Bank's technical assistance project TA-7250: Cross- Sectoral Implications of Biofuel Production and Use in India. Implementation of its national biofuel policy will help offset the effects of oil price increases on the economy of India in the next 2 decades. The advantages of biodiesel, as a supply-side response to counter the adverse impacts, are significant. Bioethanol, in contrast, will not generate sufficient economic benefits to justify social costs. Therefore, first-generation bioethanol has limited scope in India. As these biofuels compete for agricultural resources and compromise food security, a combination of policies---biodiesel expansion, energy efficiency improvements, and food productivity increase---will provide India with better energy security, food security, and opportunities for inclusive growth and carbon emission reduction.
