Politics and Economics of Tropical High Forest Management
This text provides a case study into the complexity of tropical high forest in Ghana. It documents the fact that national forest inventories for a long time yielded results that were either over-optimistic about the annual allowable cut or of little use at policy level. Yet, the most important reasons for deforestation and forest degradation stem from market and legislative failures. This has resulted in major government and export revenues foregone, and the capacity of the timber industry has become far higher than the annual allowable cut from forest reserves. Trees outside forest reserves could fill the gap between the timber demand and the capacity of forest reserves. However, sustainable management of trees outside forest reserves requires clear incentives for the actual managers to do so. These managers are the rural people, who also own the land on which the trees grow. Yet, the state owns the trees. Accordingly, the challenge is for the state to replace its old exploitative attitude with a viable production-oriented approach to off-reserve timber resources.
Land Law Reform in Eastern Africa: Traditional or Transformative?
Land Law Reform in East Africa reviews development and changes in the statutory land laws of 7 countries in Eastern Africa over the period 1961 – 2011. The book is divided into two parts. Part 1 sets up the conceptual framework for consideration of the reforms, and pursues a contrast between transformational and traditional developments; where the former aim at change designed to ensure social justice in land laws, and the latter aim to continue the overall thrust of colonial approaches to land laws and land administration. Part 2 provides an in-depth and critical survey of the land law reforms introduced into each country during the era of land law reform which commenced around 1990. The overall effect of the reforms has, Patrick McAuslan argues, been traditional: it was colonial policy to move towards land markets, individualisation of land tenure and the demise of customary tenure, all of which characterise the post 1990 reforms. The culmination of over 50 years of working in this area, Land Law Reform in East Africa will be invaluable reading for scholars of land law, and of law and development more generally.

Children’s Work in African Agriculture

Some of this work is for wages, some is on their family’s own small plots and some is forced and/or harmful. This book examines children’s involvement in such work. It argues that framing all children’s engagement in economic activity as ‘child labour’, with all the associated negative connotations, is problematic. This is particularly the case in Africa where many rural children must work to survive and where, the contributors argue, much of the work undertaken is not harmful. The conceptual and case-based chapters reframe the debate about children’s work and harm in rural Africa with the aim of shifting research, public discourse and policy so that they better serve the interest of rural children and their families.
