Democratic Transition and the Rise of Populist Majoritarianism

This comparative study explores the impact of populist majoritarianism on Greek and Turkish democratic transition. Using case studies from Greece and Turkey, the author argues that while majoritarianism is often celebrated as a manifestation of popular sovereignty, it can undermine institutional performance and even stifle the process of democratic consolidation, contributing to a confrontational and inefficient democratic regime in cases of transition states where levels of social capital are low and social polarization is high. It is shown that building up a “mild democracy” requires maturity of institutions and an efficient system of checks and balances and implementation control mechanisms, while building consensus and trust in societies torn by ethnic, religious and ideological divides is not a luxury but a permissive condition for democratic consolidation and economic prosperity. This book will be of use to students and scholars interested in the fields of Greek and Turkish politics, comparative politics and democracy.

This book explores the opportunities and obstacles to a presidential system in Turkey as proposed by the Justice and Development Party (AK Party). Since the formation of Turkey's parliamentary system in 1909, there have been many attempts to replace it with an elected executive branch. After the referendum for constitutional amendment to elect the president by the people in 2007 and the elections of 2014, these discussions have increased in intensity. The author explores these debates chronologically and discusses the broader theoretical framework of these different government systems. He also adds a comparative analysis of elections and democratic transition between Turkey, Tunisia, and Egypt.

Presidentialism in Turkey

Parliamentarism has been a presiding characteristic of the Turkish political tradition since the 1876 Ottoman constitution. In 1923, with the founding of the Turkish Republic, modern parliamentarism was implemented in Turkey. Since that time, Turkish politics has been turbulent, with four military coups, a number of short-lived multiparty coalitions, and several ineffective governments. Many scholars have argued that the main reason for this instability is the parliamentary system of government, so Turkey must therefore adopt a presidential system. Presidentialism in Turkey uses both quantitative analysis and country-based comparisons to explore whether such a change might solve Turkey’s m...

A Pearl in Peril

Known as "the Pearl of the Mediterranean," Izmir invokes a city and countryside blessed with good fortune; it is known to many as the homeland of Ephesus, Bergama, and Sardis. Yet, Turkey's third largest city has an especially vexed past. The Greek pursuit of the Megali Idea leveraged Classical history for 19th century political gains, and in so doing also foreshadowed the "Asia Minor Catastrophe." Princeton University's work at Sardis played into the duplicitous agendas of western archaeologists, learned societies, and diplomats seeking to structure heritage policy and international regulations in their favor, from the 1919 Paris Peace Conference to the League of Nations. A Pearl in Peril r...
