This book analyses the public accountability of political actors in contemporary democratic states. Accountability as understood here is a necessary condition of democracy: delegation of power with transparency and supervision over those who are chosen to exercise the power of the state. The authors identify paths of executing accountability in the electoral process, as well as in traditional instruments of parliamentary scrutiny and other relationships between the legislative, executive and judicial branches. They track how well-known mechanisms of democracy fulfil the need to report on the exercising of an entrusted power. They also explore how new developments in the constitutional framework, that is, the post-evaluation of legislation, and beyond it in mass social movements, Big Tech companies and social media, are changing the classic and established concepts of accountable power. Transparency has become a global concept of responsible government. This book argues that the transnational discourse of transparency promotes potentially contradictory policy ideas that can lead to unintended consequences. It critically examines whether or not increased transparency really leads to increased democratic accountability.
This open access book focuses on the dimensions of the discourse of 'The World Class University', its alleged characteristics, and its policy expressions. It offers a broad overview of the historical background and current trajectory of the world-class-university construct. It also deepens the theoretical discussion, and points a way forward out of present impasses resulting from the pervasive use and abuse of the notion of "world-class" and related terms in the discourse of quality assessment. This book explores the ombudsman as a global institution. It has spread all over the world and its institutional development is increasingly being governed transnationally. Initially an institution of administrative law, the ombudsman has become a human rights institution and institution of good governance. These ideational shifts have influenced the global diffusion of the ombudsman but also the way in which this institution of accountability functions. The ombudsman is a peculiar institution of public accountability - both an institution and individual - that observes changes in the general political climate and engages in renegotiations of its intra-institutional position. The global models associated with the ombudsman are a source of organizational ideas, legitimacy, and sense of orientation, but they treat institutional actors differently, working also as mechanisms of inclusion and exclusion. The book tracks the global diffusion and institutional evolution of the ombudsman. Its chapters on institutional cases further explore the joint institutional history of the Parliamentary Ombudsman and the Chancellor of Justice in Finland, and the European Ombudsman.
The conditions of globalization, including economic integration, fiscal discipline, introduction of information communications technologies and democratic governance, have increasingly forced states to redefine their role in public management and to reform the public administration system. However, there is growing realization among decision makers that policy and institutional reform per se will not be sufficient to revitalize the public sector. Major strengthening of the knowledge, skills, values, attitudes and leadership abilities of human capital is also needed to transform the public sector, particularly in developing countries and countries with economies in transition. Academic identity is continually being formed and reformed by the institutional, socio-cultural and political contexts within which academic practitioners operate. In Europe the impact of the 2008 economic crisis and its continuing aftermath accounts for many of these changes, but the diverse cultures and histories of different regions are also significant factors, influencing how institutions adapt and resist, and how identities are shaped. Academic Identities in Higher Education highlights the multiple influences acting upon academic practitioners and documents some of the ways in which they are positioning themselves in relation to these often competing pressures. At a time when higher education is undergoing huge structural and systemic change there is increasing uncertainty regarding the nature of academic identity.
