World Class Universities
This open access book focuses on the dimensions of the discourse of 'The World Class University', its alleged characteristics, and its policy expressions. It offers a broad overview of the historical background and current trajectory of the world-class-university construct. It also deepens the theoretical discussion, and points a way forward out of present impasses resulting from the pervasive use and abuse of the notion of "world-class" and related terms in the discourse of quality assessment. The book includes approaches and results from fields of inquiry not otherwise prominent in Higher Education studies, including philosophy and media studies, as well as sociology, anthropology, educational theory. The growing impact of global rankings and their strategic use in the restructuring of higher education systems to increase global competitiveness has led to a ‘reputation race’ and the emergence of the global discourse of world class universities. The discourse of world class universities has rapid uptake in East Asian countries, with China recently refining its strategy. This book provides insights into this process and its future development.
Public Accountability and Constitutional Law
This book analyses the public accountability of political actors in contemporary democratic states. Accountability as understood here is a necessary condition of democracy: delegation of power with transparency and supervision over those who are chosen to exercise the power of the state. The authors identify paths of executing accountability in the electoral process, as well as in traditional instruments of parliamentary scrutiny and other relationships between the legislative, executive and judicial branches. They track how well-known mechanisms of democracy fulfil the need to report on the exercising of an entrusted power. They also explore how new developments in the constitutional framework, that is, the post-evaluation of legislation, and beyond it in mass social movements, Big Tech companies and social media, are changing the classic and established concepts of accountable power. Ombudsman as a Global Institution
This book explores the ombudsman as a global institution. It has spread all over the world and its institutional development is increasingly being governed transnationally. Initially an institution of administrative law, the ombudsman has become a human rights institution and institution of good governance. These ideational shifts have influenced the global diffusion of the ombudsman but also the way in which this institution of accountability functions. The ombudsman is a peculiar institution of public accountability - both an institution and individual - that observes changes in the general political climate and engages in renegotiations of its intra-institutional position. The global models associated with the ombudsman are a source of organizational ideas, legitimacy, and sense of orientation, but they treat institutional actors differently, working also as mechanisms of inclusion and exclusion. The book tracks the global diffusion and institutional evolution of the ombudsman. Its chapters on institutional cases further explore the joint institutional history of the Parliamentary Ombudsman and the Chancellor of Justice in Finland, and the European Ombudsman.
