Satre (history, Youngstown State U., Ohio) tells the story of Burt, who after years as a coal miner and a secretary for the miners' association, served in Parliament from 1874 to 1918. He explains that though Burt's base was in northeastern England he carried influence nationally and internationally, and that he got his nickname by preferring arbitration to confrontation in labor and political disputes.
