The Economics of Climate-Resilient Development
Some climate change is now inevitable and strategies to adapt to these changes are quickly developing. The question is particularly paramount for low-income countries, which are likely to be most affected. This timely and unique book takes an integrated look at the twin challenges of climate change and development. The book treats adaptation to climate change as an issue of climate-resilient development, rather than as a bespoke set of activities (flood defences, drought plans, and so on), combining climate and development challenges into a single strategy. It asks how the standard approaches to development need to change, and what socio-economic trends and urbanisation mean for the vulnerability of developing countries to climate risks. Climate change will exacerbate the challenges associated with environmental conditions, especially weather variability and extremes, in developing countries. Climate change is already impacting several development outcomes, including economic growth, human health and mortality, agricultural productivity and even conflict. Moreover, the impact of climate change is expected to be unevenly distributed across locations and population groups. In particular, the worse effects of climate change are expected to be felt in low-income countries. Similarly, within countries, the most vulnerable to these effects are typically low-income regions and households. Climate, Urbanization, and Conflict
In this paper, we test the effect of weather shocks and floods on urban social disorder for a panel of large cities in developing countries. We focus on a particular mechanism, namely the displacement of population into (large) cities. We test this hypothesis using a novel dataset on floods−distinguishing those that affected large cities directly from those that occurred outside of our sample of large cities. Floods are found to be associated with faster growth of the population in the city, and in turn with a higher likelihood (and frequency) of urban social disorder events. Our evidence suggests that the effects of floods on urban social disorder occur (mainly) through the displacement of population, and the "push" of people into large cities. Our findings have important implications for evaluating future climate change, as well as for policies regarding adaptation to climate change and disaster resilience.
