Burma is one of the world¿s most impoverished & isolated countries. The U.N. & other international org. have become important sources of outside assistance to the country, In recent years, U.N. entities have increased their funding for activities aimed at addressing Burma¿s problems. However, Burma¿s military regime has imposed restrictions on international org. activities in Burma. This report: identified principal efforts of the U.N. & other international org. to address Burma¿s problems; & described the impact of the regime¿s recent actions on these efforts. The author reviewed U.N., U.S., & Burmese official documents & interviewed U.N., U.S., Burmese, & non-governmental org. officials in the U.S. & Burma. Illustrations.
Developing Countries
In 1996, the World Bank & the Internat. Monetary Fund (IMF) agreed to undertake a comprehensive approach, called the Heavily Indebted Poor Countries Initiative (HIPCI), for providing debt relief to the poorest & most indebted countries in the world. In Sept. 1999 the World Bank & the IMF agreed to enhance this initiative. This report: (1) assesses whether the enhanced HIPCI is likely to free up resources for poverty reduction & achieve the goal of debt sustainability; (2) describes the strategy to strengthen the link between debt relief & poverty reduction & how this strategy is to be implemented; & (3) describes the challenges creditors face in funding the 1999 initiative.
