Im Beschaffen von geheimen Informationen über das Ausland besteht der Auftrag des Bundesnachrichtendienstes (BND). Um diesen zu erfüllen, kann er auf Befugnisse zurückgreifen, die anderen Sicherheitsbehörden vorbehalten bleiben. Daraus resultiert in Deutschland öffentlich-politisches Misstrauen gegenüber seinem Tun, das in publik gewordenen Skandalen Bestätigung zu finden scheint. Demokratie und geheime Nachrichtendienste werden als unvereinbar wahrgenommen, da deren Kontrolle offensichtlich nicht möglich ist. Im Widerspruch dazu stehen die Ergebnisse der Studie: Deutschland braucht mehr statt weniger BND, der besser statt schärfer vom Parlament kontrolliert wird. Dieses Fazit wird aus der Definition nachrichtendienstlicher Begriffe und einer Untersuchung der Funktion von Geheimdiensten in deutschen Diktaturen hergeleitet. Die sich anschließende Darstellung gegenwärtiger Bedrohungen und die bisherigen sicherheitspolitischen Reaktionen darauf machen deutlich: „Ein geheimer Nachrichtendienst muss mit geheimen Nachrichten dienen können. Auch in der Bundesrepublik Deutschland“.
