Draft sentencing guideline
The Committee considers that the "Overarching principles - sentencing youths" is a crucial sentencing guideline. It fills a critical gap, setting out for youth courts the basis upon which they should sentence offenders under the age of 18 - guidance which the youth courts have not previously had. The Committee's response highlights the key issues raised in evidence to it, for example, the apparent inconsistency in approaches to sentencing children, and a varied understanding among sentencers of the concept that custody should only ever be a "sentence of last resort" for young people. The Committee also stresses that courts should have access to information about a young offender's mental health, learning difficulties and communication problems to enable the most appropriate sentence to be imposed. The evidence the Committee took on this draft sentencing guideline highlighted key areas in relation to youth justice deserving of further scrutiny, such as the use of remand and provisions for offenders aged 18-24, and it will consider how to pursue these areas further in its work.

Public authorities have a duty to ensure looked after children are not at greater risk of being drawn into the criminal justice system than other children. The relevant authorities must continue to support looked after children and care leavers when they are in, and when they leave, custody. Coward Plays: 3
The third volume of Coward's plays contains some of his best work from the thirties. Design for Living is about a triangular alliance between two men and a woman, based on friends of Coward's, which he waited to write "until she and he and I had arrived by different roads in our careers at a time and a place when we felt we could all three play together with a more or less equal degree of success." Cavalcade was Coward's most ambitious stage project, set during the Boer War, which cost £30,000 in its day and which includes scenes of the relief of the sinking of the Titanic and the coming of the Jazz Age. Conversation Piece is a musical comedy that Noël wrote for the Parisian star Yvonne Printemps and includes the song "I'll Follow My Secret Heart". Also in the volume are three short plays from Tonight at 8.30 including Hands Across the Sea, a gentle satire of colonials and London Society; Still Life which became the film Brief Encounter and Fumed Oak a suburban comedy about a 'worm who turns'.
