Evaluation of the UNDP Strategic Plan and Global and Regional Programmes
The report focuses attention on key aspects of United Nations Development Programme's work under the current strategic plan, and considers the way the UNDP, as an essential UN organisation, provides programme support to partner governments. The assessment was carried out during a time of significant restructuring and reorganization at UNDP, designed to strengthen organizational effectiveness and further enhance the contribution of UNDP to development. The evaluation examines the processes and effects of this reorganization through collaborative work undertaken with the UNDP office of Audit and Investigations, and also looks at the results that have been delivered during this challenging period. The UNDP programme portfolio spans about 170 countries and territories, and covers a wide ranging and complex set of issues.

A decade of regional warfare during the 1990s, intervention by the North Atlantic Treaty Organization (NATO) and the authoritarian policies of the Milosevic regime left Serbia socially, politically and economically devastated. Serbia became isolated from the international community, and the transition brought a number of costs. The assessment is based on an evaluation of current and past programmes and extensive stakeholder consultations. It provides an analysis of the extent to which United Nations Development Programme (UNDP) has positioned itself effectively to identify and respond to national development needs. Assessment of Development Results
This evaluation examined UNDP's contributions to national development goals, its relevance and strategic position within Jordan during the period between 2013 to 2016. It provides forward-looking recommendations, with a view to supporting the country office and its partners in the continuous efforts to improve the country programme by learning from the achievements and challenges.
Evaluation of UNDP Contribution to Strengthening National Capacities
As countries take ownership of the development agenda, enhancing sustained abilities for countries to do things for themselves takes centre stage as a critical element of development effectiveness. UNDP's support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. For UNDP, capacity development is the "how" of what it does and UNDP has put in extraordinary resources in its conceptualization and activities. UNDP has received international recognition for its lead role in the area. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan.
